The Homeless Leadership Alliance of Pinellas (HLA) strives to prevent, divert, and end homelessness in Pinellas County by providing leadership to community partners and stakeholders in the planning, implementation, and alignment of the community-wide crisis response system. Job Purpose:
The Special Initiatives Manager is responsible for coordinating systemwide initiatives that support the mission of the Homeless Leadership Alliance (HLA) and the Continuum of Care (CoC). This includes overseeing the Cold Night Shelter program in coordination with partner agencies, developing and supporting a Youth Advisory Board, managing the annual Point-in-Time (PIT) Count planning and implementation, supporting CoC-wide emergency response coordination in partnership with Pinellas County, and outreach. Manage Point in Time Count and Cold Night Shelter meetings, process, budget, and policies. Ensure volunteers are staffed to support Point in Time Count, Cold Night Shelter, and other HLA or CoC activities. To be successful in this role, the Special Initiatives Manager must be comfortable working independently, thinking creatively, researching, and utilizing historical documents and data to inform decisions. Duties & Responsibilities:
Cold Night Shelter Program Management o Monitor weather conditions and activate Cold Night Shelters in accordance with HLA protocols. o Coordinate with contracted partner organizations and volunteers to ensure shelter operations are timely and responsive. o Track and report data related to shelter usage and performance; ensure compliance with contractual requirements. o Manage Cold Night Shelter meetings, process, and policies. o Manage Cold Night Shelter budget in collaboration with the Senior Director of Finance, including purchasing supplies and reimbursing partners. o Promote Cold Night Shelter activations and activities per HLA protocols to include updating flyers, posting on social media, and emailing distribution lists. Youth Engagement and Advisory Board Support o Partner with youth service providers to lead, develop, and facilitate the CoC Youth Advisory Board (YAB) in alignment with federal and state guidance. Point-in-Time Count and Special Projects o Serve as a project manager for the annual Point-in-Time (PIT) Count, coordinating with internal and external partners. o Research and create policies and procedures for the Point-in-Time (PIT) Count o Assist with data collection, reporting, marketing, budgeting, and volunteer coordination for PIT and other time-limited projects. o Ensure volunteers are staffed to support the annual Point-in-Time Count. Emergency Management Coordination Support o Coordinate with Pinellas County emergency management staff to support CoC-wide information sharing and provider coordination during emergency events (e.g., hurricanes, extreme weather). o Convene virtual meetings and assist in gathering and distributing updates and resource needs from CoC providers. o Support the development and maintenance of emergency response protocols relevant to CoC providers. o Represent the HLA in VOAD meetings and other emergency operations meetings coordinated by the County as needed. Outreach and Volunteer Management o Research and create policies and procedures or materials for volunteer management. o Support communication and outreach efforts tied to special initiatives and CoC events. o Identify community outreach opportunities and attend recruiting events to attract qualified volunteer candidates. o Engage in community outreach promoting the organization and services to increase visibility in the community. o Conduct any needed volunteer orientation and training. o Maintain volunteer database and descriptions for each volunteer/committee assignment. o Assist with event planning as needed. Other Duties o Duties and responsibilities may change, and new ones may be added, at any time with or without advanced notice. o Assist with grant writing as needed and assigned. o Staff CoC committees as needed and assigned. o All staff are required to participate in PIT Count activities as needed and assigned. o All staff are required to participate in emergency response activities as needed and assigned. Skills and Qualifications:
Bachelor's degree in public administration, human services, or related field required. 3-5 years of experience in project coordination, community engagement, volunteer management, or nonprofit administration. Familiarity with homelessness services, HUD requirements, or CoC structures preferred. Experience working with volunteers, youth leadership, or grassroots organization a plus. Strong organizational, time, and project management skills. Ability to engage stakeholders with professionalism and empathy. Comfort with data collection, reporting, and public presentations. Flexibility, initiative, and ability to manage and prioritize multiple tasks with competing deadlines. Strong written and verbal communication skills. Ability to work independently and collaboratively. Have a firm knowledge of Microsoft products, Zoom, and Adobe. Knowledge of Client Relationship Management software, Canva, SquareSpace, Doodle Poll, Constant Contact, and social media platforms is a plus. Ability to supervise volunteers of various skill levels. The worker is subject to environmental conditions: Protection from weather conditions but not necessarily from temperature changes. Due to the county-wide nature of the organization and the many volunteers involved, work will often entail travel throughout the county to attend required meetings, functions, and events. This is a hybrid position in Pinellas County, Florida and requires flexibility, including occasional evening and weekend hours. Physical Requirements:
