Financial Counselor Enrollment Liaison/Financial Counselor:
This 1.0FTE/Full-Time position is scheduled to work 8-HR day shifts, Monday through Friday.
Compensation:
Non-Exempt, $26.56/HR - $37.75/

Job Summary:
Individuals in this role provide information and assistance to patients with an emphasis on the uninsured and underinsured, to resolve financial issues related to health care. Pro-active screening, education on healthcare insurance options and how insurance works, and enrollment assistance. Responsible for meeting and maintaining all Washington state certification requirements related to their duties.
Essential Duties and Responsibilities:
Regularly reviews uninsured lists form Mason Health to advance enrollment of eligible individuals into health coverage and informs non-eligible individuals about health care options. Screens individuals without health insurance coverage by conducting detailed dialogues to obtain necessary information to complete required tasks in determining eligibility for Medicaid, and other federal, state and local government or private coverage sources, or hospital-sponsored financial assistance (charity), as appropriate. Provides individuals with objective information about Qualified Health Plans (QHPs), increasing the individual s understanding of how health insurance works (terminology, responsibilities, etc.). Assists patients in completing all applications required to receive external financial assistance and follows up with potential sources of aid until financial assistance is received or denied. Assists clients as a healthcare coach in conjunction with Care Coordination Services and obtain necessary information. Completes self-pay screening, data entry and verification of funding in accordance with productivity and quality requirements determined by Business Office Director. Educates patients and community members about health insurance exchange and other funding sources, plans and conducts community outreach activities to increase awareness regarding health coverage enrollment opportunities. Maintains knowledge on regulations, requirements and guidelines governing health insurance marketplace and other resources that provide education and assistance with insurance exchanges (e.g., navigator entities), hospital-sponsored charity care and the availability of financial assistance form external sources. Monitors effectiveness of processes, identifies and addresses opportunities for improvement, creates and maintains internal data tracking system, and provides timely, accurate reports . Establishes and maintains referral relationships with local organizations, agencies, institutions and businesses. Assists in the development and distribution of informational/promotional materials. Other duties as assigned.
Required Education and Experience:
Associate degree in social services, healthcare or related field and two (2) years of recent relevant experience. Alternatively, an equivalent combination of education and experience may be substituted. (Bachelor s degree preferred.) One (1) year of experience as a navigator/in-person assister that includes public interaction and customer service. Financial counseling/advocate experience preferred. Eligibility screening and/or Medicaid application process experience preferred. Required Licenses, Certifications and/or
Registrations:
Navigator/In-person Assister certification required within three (3) months of employment.
Required Knowledge, Skills and Abilities:
Working knowledge of medical insurance eligibility and requirements, financial assistance programs, and related resources, including familiarity with Expanded Medicaid, Qualified Health Plans (QHP), Provider One, health benefit exchange (HBE) and the healthcare authority (HCA). Ability to successfully complete all required federal/state and hospital training and testing. Good interpersonal, communication and customer service skills as necessary to effectively and professionally gather/convey information from/to individuals of varying backgrounds. Demonstrated knowledge of confidentiality and HIPAA regulations and standards and the ability to manage sensitive and confidential information appropriately. Working knowledge of medical terminology and the ability to assist the lay person/general public in understanding such terms. Ability to work with accuracy and attention to detail, despite frequent interruptions. Ability to work independently, prioritize effectively and meet quality and productivity requirements and deadlines in a fast-paced environment.
