The position provides direct supervision to foster care staff by providing direction, guidance and oversight for all aspects of the Foster Care program. These duties include the direct care of their child clients, birth parents, collateral care with foster parents, caregivers, DHHS workers, guardian ad-litems, and other community team members, and indirect care involving case record documentation and court/DHHS reports, MiSACWIS date entry, etc. Qualifications, Knowledge, Skills & Abilities Bachelor's degree in Social Work or related human services field required; Master's degree preferred. Four years of experience as a social services worker; two years of which are in an agency or in a child caring institution, or in an agency in a child welfare function. Knowledge of Child Welfare programs; licensing guidelines and state laws. Completion of Child Welfare Training. Position requires strong leadership and supervisory skills. Position requires a highly organized, assertive manner with strong interpersonal skills evidenced by excellent verbal and written skills. Position requires positive moral character and adaptive problem-solving skills. Maintains composure and ability to work within constricting time-frames. Successful completion of initial and on-going employment screens, including but not limited to criminal background, sex offender, drug screen, OIG, valid Michigan driver's license, abuse and neglect and vehicle record check as required.
Essential Duties and Responsibilities Leadership:
Carry out responsibilities on personnel matters from hiring and evaluation through training and disciplinary issues up to and including termination in collaboration with the Director, Program Manager and human resources. Represent CCSEM at community events and conduct oneself in an ethical, mature and professional manner with honesty and integrity, welcoming clients, coworkers and other stakeholders with dignity and respect Adhere to the Mission, Values and Vision of CCSEM and the values and teachings of the
Catholic Church Services:
Responsible for day-to-day operations within the foster care program Provide a minimum of monthly supervision for up to five foster care case managers Ensure ethical and quality services are delivered to parties serviced through foster care Maintain caseload ratios as required by the Department of Health and Human Services in conjunction with the Department of Child Welfare Licensing Remain current on changes in the Department of Health and Human Services and Department of Child Welfare Licensing policy manual as well as state legislation regarding adoptions specifically. Monitor and ensure compliance with regards to the Department of Health and Human Services, Department of Child Welfare Licensing, ISEP requirements. Ensure that compliance is maintained for outside entities such as court Attend regular conferences/meetings within the counties that CCSEM provides foster care services Monitor and maintain tracking systems to ensure staff compliance with meeting time frames for reports and other program related activities. Assist with interviewing and hiring procedures of new foster care case managers. Assist in implementation of corrective action plans and other quality assurance Ensure case records are maintained as required by The Department of Health and Human Services and The Department of Child Welfare Licensing Understand the impact of separation and loss on families and children Possess outstanding child and family safety assessment skills Possess good knowledge of community resources Demonstrate flexibility with regard to work schedule Assist with cross coverage with other Child Welfare programs as needed. Program Manager Position Classification, Type & Expected Hours of Work:
This is a full-time exempt position. Core days and hours of work are Monday through Friday, 8:30 a.m. to 5 p.m. though the position requires a flexible schedule and may require evening and weekend obligations.
