upervisor of Child Study Team (CST) & Evaluations Position Summary The Supervisor of Child Study Team (CST) & Evaluations is responsible for the oversight, coordination, and continuous improvement of all district processes related to student referral, evaluation, eligibility determination, and initial program planning for students suspected of having disabilities. Aligned to the district's New Education System (NES) framework, this role ensures that evaluation systems are timely, compliant, high-quality, and instructionally meaningful, and that they serve as a gateway to effective student support - not a procedural bottleneck. The Supervisor leads the implementation of systems that ensure accurate identification, high-quality evaluations, and appropriate eligibility determinations, while maintaining strict compliance with IDEA and New Jersey regulations. This position is accountable for ensuring that evaluation systems are efficient, equitable, and aligned with MTSS, instruction, and student support systems. Additional Qualifications:
Principal or School Administrator Certificate Advanced degree (Doctorate preferred) Qualifications Master's Degree from an accredited college or university
Minimum:
Five (5) years of experience as a CST member (school psychologist, LDT-C, social worker, or related role) Three (3) years of leadership or supervisory experience preferred Demonstrated expertise in: Special education evaluation processes Eligibility determination and classification Case management systems and compliance Strong knowledge of: IDEA and New Jersey special education regulations Evaluation methodologies and assessment tools MTSS and early intervention systems Experience supervising multidisciplinary teams Core Responsibilities Evaluation System Leadership (OWNER) Oversee the districtwide evaluation system from referral through eligibility determination. Establish clear expectations for referral and evaluation processes Ensure consistent implementation across all schools Eliminate delays and inefficiencies in evaluation systems Referral, Identification & Pre-Referral Alignment (OWNER) Ensure alignment between MTSS and referral processes. Monitor referral patterns and trends Ensure appropriate use of pre-referral interventions (MTSS) Prevent over- or under-identification of students Evaluation Timeliness & Compliance (OWNER) Ensure compliance with all evaluation timelines and legal requirements.
Monitor timelines for:
Initial evaluations Reevaluations Eligibility meetings Ensure all evaluations meet regulatory requirements Maintain audit-ready documentation Quality of Evaluations & Eligibility Determination (OWNER) Ensure evaluations are rigorous, accurate, and instructionally meaningful. Establish standards for high-quality evaluations Ensure appropriate use of assessment tools Support teams in making sound eligibility decisions Ensure evaluations inform instruction and services Data Monitoring & School Stat Alignment (OWNER) Ensure evaluation systems are driven by data and aligned to district performance systems.
Monitor key indicators:
Evaluation timelines Referral rates Eligibility outcomes Align data with School Stat discussions Identify trends and address gaps School Support & Problem-Solving (OWNER) Provide direct support to schools and CST teams. Support principals and staff with referral and evaluation processes Assist with complex or high-need cases Ensure effective collaboration between CST and school teams Staff Supervision & Development (OWNER) Lead and develop CST staff. Supervise school psychologists, LDT-Cs, social workers, and related staff Provide coaching and feedback Ensure consistency and quality across teams Alignment with Special Education & Instructional Systems (OWNER) Ensure seamless transition from evaluation to service delivery.
Coordinate with:
Supervisor of Special Education Programs MTSS & Intervention Counseling and student support services Ensure evaluation outcomes lead to appropriate services Family Engagement & Communication (OWNER) Ensure clear and effective communication with families.
Ensure families understand:
Evaluation processes Eligibility decisions Next steps Address concerns and support families throughout the process Compliance, Reporting & Audit Readiness (OWNER) Ensure full compliance with all legal and regulatory requirements. Oversee documentation and reporting Prepare for audits and monitoring Implement corrective actions as needed Cross-Departmental Alignment (NES Integration) Ensure alignment across district systems.
Collaborate with:
Data (tracking and reporting) Instruction (student support alignment) Student Support & Wellness teams Ensure coherent systems Continuous Improvement & System Development (OWNER) Improve evaluation systems and processes. Identify inefficiencies and barriers Implement improvements Use data to refine systems Other Duties Perform such other duties as assigned by the Superintendent or designee in accordance with law and regulation.

Possible exposure to cleaning agents, instructional materials, and equipment-related chemicals. Terms of Employment Twelve-month position. Salary, benefits, and conditions of employment shall be in accordance with Board policy and applicable agreements. Evaluation Performance shall be evaluated annually in accordance with Board policy, administrative regulations, and district leadership procedures.

Maximum Starting Salary:
$182,009 Residency Requirement Under New Jersey's "New Jersey First Act" (N.J.S.A. 52:14-7), all employees of New Jersey public school districts must maintain bona fide New Jersey residency as a condition of employment. Candidates must already reside in New Jersey or establish residency within the required timeframe after hire. Current employees who were hired on or before September 1, 2011 are exempt from this requirement and may continue to reside outside the state. In limited circumstances, applicants may request a residency waiver through the state's Employee Residency Review Committee if they can demonstrate critical need or hardship; approval is not guaranteed.
