Optimize the health, development, education, and well-being of babies, toddlers, and preschoolers through a family-driven, equitable, community-based system of high-quality prenatal and early childhood programs and services. The Early Childhood Education and Care Department was established on July 1, 2020. The Department's aim is to create a more cohesive, equitable, and effective early childhood system in New Mexico. That means coordinating a continuum of programs from prenatal to five and ensuring that families in every corner of the state can access the services they need. Why does the job exist? This position exists to provide leadership and oversight for Child Care Services and to manage the budgetary distribution of the Child Care Development Fund to eligible children and child care providers in the southern part of the state. Responsibilities include supervising staff and allocating resources to support the effective administration of Child Care Assistance programs. The role also contributes to the research, drafting, evaluation, and interpretation of regulations and procedures in alignment with the Child Care Assistance Policy, ensuring adherence to state and federal requirements. The position works collaboratively with agencies such as the Department of Health, Department of Human Services, Department of Education, Tribal Councils statewide, and various community roundtables to promote coordinated, effective services for New Mexico's families and providers. How does it get done? The key responsibilities include ensuring that Child Care Development Funds are administered in full compliance with federal and state guidelines and managed within the approved budget. The role provides direct supervision, support, and ongoing training to the Child Care Assistance Supervisors and the broader Child Care team. It develops and implements operational procedures to ensure accurate interpretation and application of regulations. The position also investigates referrals related to CCDF fund usage to verify provider and client compliance with program requirements. Additionally, it collaborates with inter-departmental partners, including the Department of Health, Department of Human Services, Department of Education, Tribal Councils across New Mexico, and community roundtables to ensure effective services for families and providers statewide. Who are the customers? Children, families, providers and internal staff/management. Ideal Candidate Children, families, providers and internal staff/management. Minimum Qualification Bachelor's Degree in Social Work, Psychology, Guidance and Counseling, Education, Sociology, Criminal Justice, Criminology, or Family Studies/Services and six (6) years of experience as a social work assistant and/or in social or community coordination, working with communities, working on health or social service related matters, social work/case management experience, health care, and/or behavioral health care, of which two (2) years must be supervisory experience. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling ten (10) years may substitute for the required education and experience. Employment Requirements Must possess and maintain a valid Driver's License. Pre-employment background investigation is required and is conditional pending results. Working Conditions Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage.
