Job Description

The Division of Child and Family Services is seeking a qualified candidate for the position of Deputy Administrator, Child Welfare. The Deputy Administrator for Child Welfare is responsible for the leadership, administration and oversight of all Child Welfare programs and services statewide. Nevada's child protective/welfare system has three regional service areas: the Rural Region operates as a state supervised and state administered delivery system, and the Northern and Southern regions operate as state supervised, county administered child welfare delivery systems. Child Welfare Agencies provide a continuum of services. The foundation for case planning is the assessment and comprehensive case management services that support the child, the parents, and the caregivers. The continuum includes emergency shelter care, foster family care, including relative placements, group home care, therapeutic foster care, respite care, residential treatment care both in and out-of-state, and independent living services. Additional services to support the child and family include in-home counseling (family preservation/intensive family services), early childhood services, and other outpatient services. The Deputy would work out of one of our rural offices. Frequent travel throughout our rural communities will be expected. This is an unclassified position within Nevada State Government and is appointed by and serves at the pleasure of the Administrator of the Division of Child and Family Services. 5 years of successful management and leadership experience; OR equivalent combination of education and experience. A Bachelor's degree or Master's degree preferred with major course work in social work, psychology, criminal justice, business administration, public administration or other field related to child welfare. The Deputy Administrator for Child Welfare is responsible for the leadership, administration and oversight for all Child Welfare programs and services statewide. This includes leading the state central office which oversees child welfare services provided by the counties in the large urban areas of the state, along with establishing necessary standards for program oversight, quality assurance, and creating a statewide comprehensive and coordinated child welfare system. Is also responsible for direct management of the child welfare system in Nevada's 15 rural and frontier counties. The rural system includes child protective services, child welfare services, and clinical and case management services. The child welfare programs respond to caregiver maltreatment/neglect of children and address children's needs to achieve permanency and well-being through the provision of foster care services, adoption services, independent living services, and clinical services.
Ideal experience would include:
administering a comprehensive child welfare system; demonstrated knowledge and experience in the law, theories, and principles related to child abuse and neglect, and child welfare; program planning, development and evaluation experience; public administration experience to include policy development and administration of a complex budget; familiarity with the legislative process to include working cooperatively with legislators and supporting legislation, programs and budgets before legislators and supporting legislation, programs and budgets before legislative committees; and a history of collaborating with governmental and private entities and families to develop and implement programs and services.
