POSITION DESCRIPTION
Catholic Charities of Northern Nevada is seeking a Family Stability Specialist which provides housing navigation, tenancy stabilization, rental and utility assistance coordination, document recovery assistance, and kinship caregiver housing support for families enrolled in the Family Stabilization and Recovery Program (FSR). For families impacted by OUD, housing instability is both a driver and a consequence of crisis. The housing stability specialist addresses this directly while coordinating the kinship caregiver licensing support that keeps children stable when a parent with OUD is in treatment, recovery, or incarceration. This is a grant-funded position and contingent upon grant funding.
ESSENTIAL FUNCTIONS AND BASIC DUTIES
Housing Navigation and Stabilization Assesses housing needs and barriers for all enrolled families at intake and throughout participation. Provides housing navigation and placement assistance with warm hand-offs and documented follow-up to housing providers. Supports families in completing housing applications and required documentation. Assists families with housing pathways appropriate to their circumstances, including those transitioning from treatment or recovery housing. Rental and Financial Assistance Coordinates milestone-based rental assistance tied to documented progress toward housing stability goals, capped at three months per family. Manages one-time emergency rental assistance for families in acute housing crisis, paid directly to landlords. Pays utility assistance directly to utility providers to prevent shutoff. Coordinates document recovery assistance for state IDs, Real IDs, birth certificates, driver's licenses, and name change filings. Manages and maintains financial assistance records, including signed receipts, case notes, and supporting documentation for all transactions. Kinship Caregiver Housing Support Coordinates housing and stabilization support for kinship caregiver households affected by parental OUD. Assists kinship caregivers in navigating home preparation and safety requirements for licensing. Coordinates licensing fee payments and referrals to Nevada Legal Services for custody and guardianship processes. Participates in monthly kinship caregiver group sessions, providing housing resource information and individualized follow-up.
MINIMUM QUALIFICATIONS
Education:
Associate's degree required. Bachelor's degree in social work, human services, public administration, or a related field preferred.
Experience:
Two (2) or more years of experience in housing navigation, case management, social services, or a related human services field.
License:
Peer Recovery Support Specialist (PRSS) certification encouraged.
Skills/Abilities:
Understands trauma-informed care principles and strengths-based service delivery, demonstrates experience coordinating financial assistance or emergency stabilization supports, proficient in MS Office (Word, Excel) and Casebook or comparable case management systems, holds valid driver's license and has reliable transportation, and is able to pass a background check as required for positions serving vulnerable populations. Preferred Skills & Attributes Brings personal lived experience in OUD or SUD recovery, housing instability, or the child welfare system. Communicates bilingually in English and Spanish. Knows Washoe County's housing providers, shelter system, and kinship care resources. Holds PRSS certification or is actively pursuing it. Brings experience supporting kinship caregivers in households affected by OUD.
