Job Description

"The Southern Oregon ESD Migrant Education Department seeks a bilingual and biliterate Parent Involvement Specialist with a diverse set of skills and a desire to help parents understand the school system, build their leadership skills, and design after-school and summer school programs for their students in collaboration with local school districts. Candidates must be fluent in both Spanish and English, as many services to parents are conducted in Spanish, while most communication with school district personnel and within the SOESD is conducted in English. This person will work from the SOESD District Office in Phoenix during the day but will flex hours during the week to accommodate evening or weekend parent events. Parent Involvement Specialists must advocate for educational equity and nurture a positive and respectful dialogue between students, parents, and school staff. They must be proactive in getting to know the communities they serve and identifying and meeting needs within the sphere of their work. They must be organized, self-motivated, and able to consistently keep detailed records and submit regular reports. Migrant Parental Involvement Specialist Position Goals:
To support districts and parents in coordinating Migrant Parent Advisory Committee (PAC) activities. To coordinate migrant parental involvement and education activities that support high student achievement. To ensure communication between parents, schools, and districts about migrant programs and activities. To assist with compliance regarding migrant state and/or federal parental involvement requirements; To provide information on services available to eligible students and families; conveying information regarding school and/or district activities and procedures; and referring families to other agencies as may be required. To provide leadership and training for migrant parents.
Essential Functions:
Contact parents (e.g. phone calls, home visits, etc.) for the purpose of communicating the meaning of the Migrant program and the need for parent involvement in program. Coordinates both district and regional Migrant PAC meetings (e.g. contacting parents, phone calls, fliers, room reservations, arranging for childcare, ordering food, etc.) for the purpose of encouraging parental support and involvement in the program. Informs parents and students of school rules (e.g. sick leave, absentees, suspension, etc.) for the purpose of providing better communications and/or direction. Maintains a variety of records and materials (e.g. number of PAC meetings, attendance, meeting minutes) for the purpose of providing required information and/or documentation. Participates in workshops, meetings, seminars, community teams, etc. for the purpose of receiving and/or presenting information related to migrant program. Coordinates workshops for parents, including trips to conferences. Establish and maintain cooperative work relationships with SOESD employees, local education agency representatives and others contacted during the course of the workday. Follow established SOESD policies and procedures. Perform physical requirement unaided or with assistance of reasonable accommodations (see reverse). Perform other job related duties as assigned by supervisor.
Minimum Prerequisites:
Bachelor's degree in a field pertinent to youth development. Experience, which would provide the applicant with the desired skills, knowledge and ability, required to perform the job. Bilingual in Spanish and English. Valid Oregon Driver's license. Demonstrated Abilities Demonstrated competence and involvement working with the Latino community. Strong communication skills. Ability to word-process and operate standard office equipment Ability to deliver effective training Ability to communicate effectively orally and in writing Ability to work independently with students, parents, employers, and educators Ability to effectively work and communicate with students, parents, and school personnel from diverse backgrounds. Any equivalent combination of experience, certification and training/education, deemed by the district, which provides the knowledge, skills and abilities necessary to perform the essential functions of this job may be used as an alternative to this prerequisite.

: 0.3 FTE / 220 days (academic year)
PAY RANGE
: Per the Classified Hourly Compensation Schedule, $23.54/hour - $28.19/hour for the 2026-2027 school year.
IMMEDIATE SUPERVISOR
Program Administrator SOESD Benefits (For .50 FTE and Over): Southern Oregon ESD contributes up to 2185.00 per month (family coverage) for health, dental and vision insurance premiums for qualified employees.
