Job incumbent provides quality mental health and substance abuse services to youth, adults and families including mental health, substance abuse and co-occurring disorders counseling, crisis intervention, consultation, assessments, prevention, outreach, aftercare, referral, and involuntary commitments. Job incumbent is located in a TCC Clinic, works regular business hours and does not require 24/7 coverage. Job incumbent travels to villages on a regular basis. Adhere to the TCC Ch eghwtsen model of service and guiding principle which requires providing timely and effective service along with the ability to interact with others in a way that inspires trust and demonstrates respect, compassion and empathy. Under the general supervision of the assigned Clinical Supervisor, job incumbent will be assigned from the following representative duties: 1. Provide crisis intervention services on a full-time basis, responding to children, adolescents, adults, and elders. 2. Conduct risk assessments and provide immediate interventions as appropriate. Collaborate with Behavioral Health Consultants, Behavioral Health Aides, and other clinicians to facilitate ongoing services if necessary. 3. Provides individual, couple, family and group therapy for children, adolescents, adults, and elders with Mental Health, Substance Abuse or Co-Occurring Mental Health and Substance Abuse issues. 4. Provide Comprehensive Mental Health and Substance Abuse Assessments using DSM-5 and ASAM-3rd Edition Criteria. 5. Assists case managers to facilitate follow up services following involuntary commitments to suicidal/homicidal patients. 6. Travels to villages in TCC region to respond to community crises a minimum of two (2) times a year. 7. Travels to assigned villages a minimum of once a quarter. The intent of quarterly village travel is to build relationships with the community, enhance engagement in clinical service and promote a connection that enhances two-way communication with our villages and partners. Our goal is to present highly visible and openly available to community interaction during the entirety of the time in the village. 8. Develop a treatment plan with special consideration to cross-cultural and dual diagnosis (mental health and substance abuse) concerns. Ensures appropriate implementation of treatment plan. 9. Provide transitional counseling following primary Mental Health, Substance Abuse or Co-Occurring Disorders Treatment. 10. Provide Prevention and Education services to children, adolescents, adults and elders regarding Mental Health, Substance Abuse, and Wellness. 11. Provide and receive appropriate referrals to and from other agencies and resources. 12. Provide culturally appropriate modes of service (i.e. Talking Circles, and Subsistence Activities) as appropriate. 13. Complete Administrative and Clinical Documentation in a timely manner in order to maintain program compliance within the guidelines established by Tanana Chiefs Conference, Indian Health Services, the State, Medicaid, CARF, and other regulatory agencies. 14. Participates in routine outcome monitoring (ROM) program, to include engagement in regular clinical supervision, review of session recordings, and incorporation of clinical feedback into practice in order to achieve best outcome. 15. Provide consultation to clinical staff, medical professionals, schools, universities, tribal court, and probation and court system as necessary to ensure quality services. Networks with area professionals to maintain communication systems for follow-up and referral. 16. Facilitates Title 47 Mental Health or Substance Abuse Emergency Detention or Involuntary Commitment Procedures. 17. Maintain regular contact with Tribal Administrators and other tribal representatives. Other Responsibilities:
1. Perform other duties as assigned. Minimum Qualifications Minimum Qualifications:
1. Master s Degree from an accredited university in Psychology, Counseling, Child Guidance or Community Mental Health; Social Work; or Marriage and Family Therapy; or Nursing with specialization in Mental Health and hold an active license to practice Nursing; or a Psychologist or Psychological Associate. 2. Must obtain Alaska Clinical Licensure in a designated field within two (2) years of hire. 3. Must be certified or have the ability to be certified as a Chemical Dependency Counselor I or equivalent within one (1) year of hire; Chemical Dependency Counselor II or equivalent within two (2) years of hire preferred; or Behavioral Health Aide Practitioner in Alaska. 4. Must be certified as an Approved Qualified Addictions Professional within three (3) years of hire. 5. Two (2) years of substance abuse work experience and/or must be familiar with the dynamics of substance abuse and addiction, recovery and relapse prevention. 6. Experience working in Rural Alaska villages preferred. 7. Must successfully obtain and maintain clearance from the Alaska Department of Health and Social Service Certification & Licensing Department Alaska Background Check Program upon hire. 8. Must pass background check pursuant to federal Indian Child Protection and Family Violence Prevention Act requirements and State of Alaska background check. Knowledge, Skills & Abilities:
1. Experience with adult, child, and adolescent service provision; specialized testing/evaluation; DSM-5 diagnosis; severely emotionally disturbed children; chronic mental illness; dual diagnosis and integrated treatment for substance abuse and mental illness; treatment planning; treatment coordination; crisis intervention; consultation; routine charting; Medicaid regulations; and professional reports. Familiarity with Fairbanks area, Interior Regional, and statewide mental health services and substance abuse treatment providers. 2. Cross-cultural treatment skills and knowledge of Alaska Native cultures and traditions preferred. Familiarity with the culture and needs of individuals of Alaska Native descent. 3. Strong computer skills using electronic health records and scheduling systems, and Microsoft Office applications. 4. Strong verbal communication, analytical and interpersonal skills required. 5. Must have initiative and prioritizing skills. 6. Must work as part of a team providing quality care. 7. Knowledge and ability to adhere to Health Insurance Portability and Accountability Act (HIPAA) and 42 CFR Part 2 confidentiality regulations. Supervision:
This position has clinical supervisory responsibilities. Administrative supervision is provided by an administrative supervisor. Supervision Physical demands:
Village travel is required to meet clinical need. May be exposed to certain conditions, conditions include but are not limited to: travel by small aircraft, vehicle, lack of running water, poor heat, sleeping on floors, and exposed to adverse weather conditions. Job incumbent must be able to physical travel by air and vehicle. Must be able to push, pull, lift and carry up to 40 pounds in support of equipment and supplies. Must be able to work in a busy and sometimes stressful environment. Summation Summation:
