Job Description

The Lincoln County Sheriff's Office is looking for an Jail Counselor to join the Corrections Team in aiding our fellow community members while they go through what may be some of their most difficult experiences. This person will perform a wide variety of functions including individual and group counseling, liaison to the court, and educational programming, among others. This position entails conformance with policies and procedures of the Sheriff's Office, Jail, Oregon Jail Standards and Oregon Revised Statutes. $39.71 - $53.36 per hour•Lincoln County follows Oregon Pay Equity laws in reviewing education and experience for wage offer. •Added financial incentive will be given for higher education. Lincoln County offers a comprehensive benefits package including: Medical, Dental, & Vision Coverage 11% County contribution to 401(k) County funded Health Savings Account (HSA) $40,000 County Paid Life Insurance Employee Assistance Programs (EAP) Provide individual or group counseling including diagnosis, treatment planning, counseling, and follow-up: Assist with needs assessments in the specialized areas of mental health/alcohol and drug dependency and participate in the design and implementation of programs. Consult with other agencies in assessing diagnosis and treatment of emotionally, behaviorally disturbed persons. Treat/assess emergency mental and emotional disturbance cases by providing crisis intervention services. Provide death notifications to inmates. Review intake screening of new inmates: Prepare necessary records, reports, clinical evaluations, and correspondence to document work. Act as liaison between jail staff, courts, inmates, and treatment programs: Act as a consultant to Judges in a capacity that requires professional judgment calls as to assessing risk factors. Develop and maintain a working knowledge of criminal law, case law, judicial system, jail standards, health standards and related jail statutes. Provide training and support for staff in various areas including, but not limited to, stress management.
Facilitates educational programming to inmates:
Counsel and refer Adults in Custody (AICs) to appropriate resources and services to enhance inmate welfare, staff safety and community impact. Assist AICs with transition services from jail to the community. Consult with supervisors on matters affecting the mental health of inmates and staff.
EDUCATION
Master's degree specializing in clinical social work, psychology or a related field is required.
EXPERIENCE
Two- Three years in mental health counseling/therapy and enough education/certification to perform the essential job functions. Driver's License Job requires frequent use of county vehicles. Must possess a valid Oregon driver's license with an insurable driving record, or the ability to obtain within 30 days of date of hire.
Desirable Qualifications:
Oregon license in social work or counseling psychology (LCSW, LPC, LMFT) is preferred. Must be free of conviction of a crime designated under the law where the conviction occurred as being punishable as a felony or as a crime for which a maximum term of imprisonment of more than one (1) year may be imposed; or of violating any law involving the unlawful use, possession, delivery, or manufacture of a controlled substance, narcotic, or dangerous drug. Dishonorable or undesirable discharge from the military is cause for disqualification. Must be able to pass a law enforcement background check. A psychological assessment will also be administered. Must reside within two hours of the Lincoln County Sheriff's Office.
Knowledge of/Ability to:
The principles and practices of both social and clinical work, including mental health treatment, i.e. assessment, diagnosis, treatment planning, therapy, and counseling. Psychological and personality testing and their application to the diagnosis and treatment of mentally ill persons. Exercise sound judgment in appraising situations and making decisions. Perform general mental health needs assessments and apply knowledge of needs and resources to development of services. Deal professionally with persons who have mental and emotional disturbances, developmental disabilities or alcohol and drug abuse problems. Write clear and concise reports and client evaluations suitable for court testimony. Interpersonal skills are used to de-escalate potentially dangerous situations involving inmates, staff, and/or citizens. Ability to appropriately manage personal and professional stress. Carry out the full scope of the position as directed by the Sheriff.
Job Conditions:
Position encounters a wide diversity of work situations which involve a high level of complexity due to necessary technical skills and requires taking appropriate action when dealing with violent, assaultive, or suicidal adults in custody. Employee follows established policies and procedures and is involved in determining creation and modification of same. Working hours to be determined by the Sheriff.
