About VA Behavioral Health VA Behavioral Health provides Center-Based Partial Hospitalization Services for Adults (ASAM Level 2.5). Our program delivers clinically intensive, structured programming for substance use disorders and co-occurring behavioral health conditions in a non-residential setting. Position Summary The Clinical / Program Director provides clinical, administrative, and supervisory leadership for the ASAM Level 2.5 Partial Hospitalization Program, ensuring compliance with ASAM criteria, Virginia DBHDS regulations, DMAS/ARTS standards, and payer requirements. Key ResponsibilitiesClinical Leadership & Supervision Provide clinical oversight for the Partial Hospitalization Program Supervise the interdisciplinary treatment team (licensed clinicians, CSACs, CSAC-supervisees, case managers) Conduct clinical supervision for staff holding provisional licenses Ensure implementation of evidence-based interventions for SUD and co-occurring disorders Review and approve assessments, treatment plans, and discharge summaries Oversee crisis intervention and clinical risk management Program Administration & Operations Manage day-to-day operations and ensure 20+ structured service hours per week per participant Monitor census, admissions, discharges, and level-of-care transitions Collaborate with medical staff for integrated care Participate in budget planning and resource allocation Regulatory Compliance & Quality Assurance Ensure adherence to Virginia DBHDS regulations (12VAC35-105) Maintain DMAS ARTS and payer compliance Oversee documentation standards (HIPAA, 42 CFR Part 2) Lead quality improvement initiatives and prepare for audits Staff Development & Training Recruit, onboard, train, and evaluate program staff Facilitate professional development in evidence-based practices Foster a culturally competent, trauma-informed, recovery-oriented environment Care Coordination & Community Relations Serve as point of contact for referral sources, payers, and regulators Oversee case management, discharge planning, and care transitions Build relationships with community partners and outpatient providers QualificationsEducation Master's degree or higher in Counseling, Social Work, Psychology, or related behavioral health field Licensure & Certification (Required

  • Licensed Professional Counselor LCSW
  • Licensed Clinical Social Worker LSATP
  • Licensed Substance Abuse Treatment Practitioner LMFT
  • Licensed Marriage and Family Therapist LCP
  • Licensed Clinical Psychologist Preferred LSATP or dual license (LPC/LCSW + CSAC) Clinical Supervisor designation (Virginia Board of Counseling or Social Work) Experience 3-5 years clinical experience in behavioral health, focus on SUD or co-occurring disorders 2+ years supervisory or management experience PHP, IOP, or residential treatment experience preferred Familiarity with ASAM criteria and
DMAS/ARTS
billing preferred Knowledge, Skills & Abilities Evidence-based practices: CBT, MI, DBT, trauma-informed care, relapse prevention Strong clinical documentation and report writing Leadership, team building, and conflict resolution Knowledge of Virginia behavioral health regulatory landscape
