Complex Care Supervisor (HELP Program) (Mental Health) This will be a
PROVISIONAL
civil service appointment. Pending classification by New York State Civil Service, this position may be deemed non-competitive under the HELP Program, meaning a civil service examination may not be required.
SALARY:
$79,180•$88,067 (2026 CSEA•Grade 36)

MINIMUM QUALIFICATIONS
Either:
(A)Graduation from a regionally accredited or New York State registered college or university with a Master's degree in Social Work and current licensure as a Licensed Clinical Social Worker (LCSW) granted by the New York State Education Department, and six (6) years of full-time paid social work experience in a community mental health program, one (1) year of which must have involved supervision of one or more persons engaged in social work; and two (2) years of managing Assisted Outpatient Treatment (AOT) and Enhanced Voluntary Agreement (EVA) cases; OR (B)Graduation from a regionally accredited or New York State registered college or university with a Master's degree in Psychology, Mental Health Counseling, Human Services, or closely related field and seven (7) years of full-time paid professional experience in behavioral health, mental health administration, clinic operations, care coordination, or crisis services, including one (1) year of supervisory experience and two (2) years of managing Assisted Outpatient Treatment (AOT) and Enhanced Voluntary Agreement (EVA) cases.

This is professional administrative and supervisory work involving responsibility for administering, coordinating, and supervising psychiatric social work services and complex care operations within a community mental health program licensed by the New York State Office of Mental Health.

(continued…) The incumbent is responsible for overseeing clinic treatment services, supervising clinical staff, and managing specialized behavioral health initiatives including Assisted Outpatient Treatment (AOT) and Enhanced Voluntary Agreements (EVAs) in accordance with New York State Mental Hygiene Law §9.60 (Kendra's Law) and Office of Mental Health (OMH) guidance. The work involves wide responsibility for independent action, program coordination, policy implementation, and clinical oversight. Responsibilities include administration of outpatient clinic operations; supervision of Senior Staff Social Workers, Staff Social Workers, care coordination activities, and crisis-related services. The work involves coordination with courts, hospitals, law enforcement agencies and corrections, providers, and community organizations to ensure continuity of care for high-risk individuals with serious mental illness. The position functions under the direction of the Director of Community Services and works collaboratively with supervisory and administrative staff to ensure effective clinic operations, compliance with regulatory standards, and implementation of coordinated systems of care. The incumbent exercises considerable independent judgment in the application of clinical practices, administrative procedures, legal requirements, and program development activities. Supervision may be exercised over professional, paraprofessional, and support staff. Does any necessary related work as required.

Comprehensive knowledge of: The principles, methods, procedures, and practices of psychiatric and clinical social work; Community mental health systems, clinic operations, and behavioral health treatment services; New York State Mental Hygiene Law, particularly §9.60 (Kendra's Law); Assisted Outpatient Treatment (AOT) and Enhanced Voluntary Agreements (EVAs); Crisis intervention, care coordination, and community-based behavioral health services; OMH regulations, licensing requirements, and standards for community mental health programs; Community resources and effective methods of utilizing them; Court procedures and legal processes related to mental health treatment.
Ability to:
Organize, direct, coordinate, and supervise psychiatric social work and behavioral health services; Lead and work effectively with professional staff; Provide professional leadership of a high order; Analyze and evaluate reports of staff workers and make sound decisions; Plan and supervise the work of psychiatric social work staff and care coordination personnel; Coordinate complex systems of care for high-risk individuals; Interpret and apply laws, regulations, and policies; Prepare technical, statistical, and informational reports for administrative use; Establish and maintain effective working relationships with providers, courts, hospitals, law enforcement agencies, and community organizations; Organize and conduct training programs for staff and students; Supervise a clinical program licensed by the State of New York.

TYPICAL WORK ACTIVITIES
(Illustrative Only) Clinic and Program Supervision Oversees and manages the day-to-day operation of all facets of the outpatient mental health clinic; Supervises psychiatric social work and clinical treatment services within a community mental health setting, as well as the Cayuga County Jail; Facilitates and participates in the multi-disciplinary team meetings; Oversees and monitors the treatment of patients; Supervises Senior Staff Social Workers, Staff Social Workers, care coordination staff, and other clinical personnel; Collaborates with supervisory staff to ensure effective clinic operations, quality improvement, and regulatory compliance; Collaborates with all providers and Jail staff to facilitate treatment for incarcerated individuals; Oversees referrals to other agencies and coordinates treatment activities with governmental and non•governmental providers; Participates in long-range planning toward the development and improvement of mental health programs and services; Participates in informational and educational activities to further community knowledge regarding prevention and treatment of psychiatric disorders; Participates in campaigns and outreach efforts designed to stimulate interest in prevention, early detection, and treatment of mental illness; Works collaboratively with professionals and paraprofessionals to identify and engage individuals in need of treatment who are unwilling or unable to seek services voluntarily; May direct in-service training programs for professional and paraprofessional staff regarding interdisciplinary treatment approaches and psychiatric social work practices; Assists with ensuring clinic compliance with New York State Office of Mental Health licensing standards and other applicable regulations.
AOT / EVA
Coordination and Oversight Oversees and coordinates all Assisted Outpatient Treatment (AOT) and Enhanced Voluntary Agreement (EVA) activities for the Local Governmental Unit (LGU); Receives, reviews, tracks, and investigates referrals for AOT eligibility; Conducts timely investigations in accordance with Mental Hygiene Law §9.60 and OMH standards; Coordinates outreach and engagement efforts with individuals, providers, family members, hospitals, and community agencies; Determines, in collaboration with the Director of Community Services and treatment teams, whetherAOT or EVA is clinically appropriate and the least restrictive alternative; Oversees implementation and monitoring of Enhanced Voluntary Agreements (EVAs); Maintains systems to track investigations, court orders, extensions, transfers, expirations, significant events, and compliance activities; Ensures investigations and records are timely, accurate, complete, and audit-ready. Court and Legal Process Coordination Coordinates all aspects of the AOT petition and court process; Obtains and reviews clinical records, hospitalization records, law enforcement reports, and other supporting documentation; Coordinates psychiatric evaluations and physician affidavits; Collaborates with the County Attorney regarding petition preparation, filing, hearings, and related legal proceedings; Coordinates service of petitions and court notices to required parties; Attends court hearings and coordinates participation of providers, care managers, and other stakeholders; Assists with implementation of removal orders and crisis response activities when necessary.

(Illustrative Only) (continued) Care Coordination and System Collaboration Coordinates with hospitals, outpatient providers, ACT teams, Health Home Care Management agencies, mobile crisis teams, law enforcement, courts, housing providers, peer agencies and anyone else involved; Facilitates multidisciplinary clinical review meetings and case conferences; Oversees weekly reporting processes for care management providers; Monitors significant events, treatment compliance, and emerging risk concerns; Assists with discharge planning, transition planning, and inter-county transfer coordination; Collaborates with law enforcement and crisis response systems regarding high-risk individuals requiring intervention or evaluation. Administrative and Program Development Responsibilities Assists with development and implementation of policies and procedures related to clinic operations, AOT, EVAs, and crisis services; Participates in quality assurance and program evaluation activities; Assists with development and oversight of tracking databases and record-keeping systems; Provides education, training, and technical assistance to providers, law enforcement agencies, community organizations, and staff; Participates in succession planning and staff development activities; Prepares reports, statistical summaries, and administrative documentation required by OMH and county administration; Participates in grant-related, programmatic, and strategic planning activities.
