JOB DESCRIPTION PRISON CHAPLAIN/RE-ENTRY LIAISON PRIMARY WORKPLACE
DauphinCounty Prison
ANCILLARY WORKSITE
CCU/HELP Ministries office, 413 S. 19th St., Harrisburg, PA 17104 PURPOSE
OF POSITION
To fulfill the CCU contract with Dauphin County Prison for chaplain services including spiritual counseling, religious education and worship opportunities to prison inmates and their families and/or significant others, as well as to give leadership to CCU's Prison Action/Re-entry initiatives.
REPORTING RELATIONSHIP
This position reports to the CCU Executive Director and employment is in accordance with CCU's policies. Access to and chaplaincy work performed in Dauphin County Prison is subject to review and supervision by an agreed upon prison staff member.

QUALFICATIONS
  • A. Ordained or licensed in Christian ministry by denominational body and in current good standing with his/her denominational authority
  • Minimum two years' chaplain experience
  • Clinical Pastoral Education (CPE) or willing to take CPE in prison setting
  • A valid driver's license and reliable vehicle
  • Acceptable criminal background and child abuse history checks B. Knowledge, Skills and Abilities Required to Perform Essential Tasks
  • Good interpersonal skills
  • Knowledge of principles and practices of religious and secular counseling
  • Knowledge of basic principles and practices of modern corrections
  • Knowledge of Christian scriptures, theology, and church history; knowledge of basic tenets of Jewish and Muslim traditions and openness to learn the same for all religious traditions represented in the prison
  • Knowledge of local and regional religious and secular human service resources
  • Knowledge of pertinent prison policy and practices
  • Knowledge of pertinent federal, state, and local rules and regulations
  • Knowledge of prison configuration and spaces
  • Skill in counseling and instructing persons of diverse culture and educational attainment in a legally circumscribed, inherently
  • stressful environment
  • Skillful in describing and advocating (to the community-at-large) the needs of incarcerated persons
  • Skillful in conflict resolution
  • Trained in first aid and cardiopulmonary resuscitation
  • Ability to communicate clearly, verbally and in writing
  • Ability to understand and carry out complex verbal and written instructions
  • Ability to observe and assess individual and group behavior

C. TASKS
Prison Chaplaincy Tasks
  • Plan and provide opportunities for worship and study of religious traditions' holy scriptures in conjunction with the chaplaincy team
  • Provide pastoral care and counseling for inmates as requested
  • Act as community liaison for inmate spiritual care, establishing relationships with religious organizations and congregations; community-based organizations serving the inmate population, and other interested persons
  • Estimate and establish attainable goals, and prepare associated plans for meeting religious needs of inmates, pre and post release
  • Attend any relevant meetings of chaplains, treatment teams, or other prison staff
  • Recruit and train volunteers to assist in relevant roles related to inmate spiritual care as assigned
  • Maintain all necessary documentation and prepare reports of services provided as requested by the prison and CCU
  • Assist other prison chaplains in any prison-wide chaplaincy initiatives
  • Serve as a liaison between prison chaplains and treatment staff and
CCU HELP
Ministries/Prison Action Committee programs to address any barriers to obtaining services provided through CCU
  • Provide record of working hours on a timely basis as coordinated between prison and CCU
  • Perform other duties as may be assigned by the supervising chaplainCCU Re-entry Liaison Tasks
  • Give leadership to inmate support and re-entry activities of Christian Churches United's Prison Action Committee (PAC), including facilitating and/or recruiting a volunteer leader for the monthly PAC meetings
  • Recruit and train volunteers to assist with the Prison Action Committee and prison ministry/re-entry activities of Christian Churches United
  • Serve as a CCU representative on the Dauphin County Reentry Coalition
  • Participate in CCU staff meetings and other organization-wide activities
