Job Type Full-Time Exempt Job Number 26-00022 Department Port, Inlets and Beaches Division SLC Port Opening Date 04/01/2026 Closing Date 4/17/2026 5:00 PM Eastern Description Benefits Questions Job Summary The Senior Budget, Contracts & Support Coordinator is an independent, senior-level professional responsible for overseeing the administrative, fiscal, contract, procurement, and external relations functions of the Port, Inlet and Beaches Department. This role provides comprehensive budget oversight, contract and grant administration, purchasing coordination, tenant and stakeholder relations, and executive support to the Department Director. The position requires advanced knowledge of governmental budgeting, procurement, and public sector operations, along with the ability to manage multiple priorities, work independently, and ensure compliance with County policies and applicable state and federal regulations while promoting fiscal accountability and operational excellence.
Essential Job Functions Budget Development, Financial Oversight & Fiscal Analysis:
Develop, monitor, and oversee multiple operating, capital, project, grant, and special district (including Erosion District and MSTU) budgets. Prepare, review, and present financial reports, budget analyses, grant monitoring documentation, and compliance reports. Conduct fiscal analysis and pre-audit reviews of invoices, purchase orders, procurement card statements, work orders, and related documentation. Identify potential budget issues and proactively notify the Department Director or designee with recommended solutions. Ensure adherence to special district funding requirements and applicable fiscal regulations.
Contracts, Procurement & Compliance Administration:
Implement and manage departmental purchasing activities in accordance with County policies and public procurement regulations. Develop and coordinate bid documents, Requests for Proposals (RFPs), and Requests for Qualifications (RFQs). Administer contracts, capital equipment purchases, work authorizations, and inventory control processes. Ensure compliance with signing authority requirements, purchasing policies, public procurement standards, and audit controls. Maintain documentation in accordance with public records laws and internal retention requirements.
Grants & Project Management Support:
Support development and monitoring of program, service, and capital project budgets and contracts. Ensure compliance with grant requirements, fiscal procedures, and regulatory standards. Coordinate staff engagement in departmental projects and initiatives, including scheduling, tracking deliverables, and follow-up.
Board, Committee & Administrative Coordination:
Provide administrative support to advisory boards, committees, and work groups, including agenda preparation, public meeting notices, minutes, attendance tracking, and required reporting. Track committee requests, assignments, and follow-up actions. Coordinate executive-level administrative support including scheduling, correspondence preparation, travel arrangements, and information requests. Prepare and review internal and external correspondence for accuracy, format, grammar, and completeness.
External Relations, Tenant & Customer Service Management:
Establish and maintain effective working relationships with tenants, federal, state, and local agencies, private entities, prospective business clients, County staff, and the general public. Develop and implement customer service protocols, processes, and policies. Coordinate tenant relations programs and engagement initiatives to enhance communication and partnership effectiveness. Respond to complex inquiries and operational issues with minimal direction.
Office Management & Staff Support:
Maintain organized electronic and hard-copy recordkeeping systems. Oversee administrative office operations and daily recordkeeping functions. May train, assign, and/or supervise administrative, fiscal, or program staff. Execute and oversee departmental events and meetings.
PHYSICAL REQUIREMENTS
Work is primarily performed in a standard office environment and involves prolonged periods of sitting with occasional walking and standing. The position requires extended computer use, frequent use of hands and fingers for keyboarding and handling documents or small items, and fine motor skills. Good vision and hearing, with or without correction, are required. The ability to occasionally lift and carry up to 10 pounds is also necessary.
ENVIRONMENTAL CONDITIONS AND WORK HAZARDS
Work is performed in a climate-controlled government office environment with regular interaction with staff, elected or appointed officials, tenants, regulatory agencies, and the public. The position involves prolonged sitting and extensive computer use, which may result in eye strain or repetitive motion discomfort. Work is primarily desk-based with occasional movement within the office, standard lighting, and moderate noise levels typical of a collaborative office setting. No specialized safety equipment is required; however, during declared emergencies, extended hours and assignments in support of emergency operations may be necessary.

As a requirement of County employment,County employees are subject to being required to remain at work during an event, respond to a recall immediately following an event and/or immediately reporting to work when an all clear is declared by the County Administrator . During these types of events, County employees may temporarily be assigned to work and perform duties outside the normal scope of their position, location, and work schedule to fit the needs of the County and its citizens.

Strong organizational skills with the ability to manage multiple priorities independently and meet deadlines with minimal supervision. Advanced proficiency in Microsoft Office Suite and Adobe. Experience with Banner or similar governmental accounting systems, agenda management platforms and work order systems. Strong written and verbal communication skills, including proper grammar, punctuation, and formatting. Must possess and maintain a valid Florida Driver's License with a good driving record.
