The work is fast-paced, detail-oriented, and highly collaborative. Success in this position requires balancing policy interpretation, systems troubleshooting, operational leadership, and relationship management across multiple agencies and stakeholder groups. Systems Oversight & Problem Solving You would serve as a key operational expert for systems that support statewide child care and family support programs.
That includes:
Coordinating with IT, DAS, vendors, and program staff Helping counties and users apply policies consistently Ensuring systems align with federal and state regulations Monitoring payment accuracy and operational performance A major part of the role is translating operational problems into actionable system solutions. Leadership & Staff Supervision Assign and prioritize staff workloads Coach employees through difficult operational issues Conduct evaluations and performance discussions Support employee development Address attendance, productivity, and performance concerns Build accountability while maintaining morale Employees often look to this role for guidance during high-pressure situations. Compliance & Audit Readiness Review operational procedures for compliance risks Maintain documentation for audits Ensure policies are implemented consistently statewide Identify gaps in processes or reporting Recommend policy or workflow improvements Attention to detail is critical because errors can affect funding, payments, and program compliance. Stakeholder Coordination You would interact with: County agencies State leadership IT professionals Vendors Child care providers Government officials Internal operations teams The role requires diplomacy, patience, and the ability to explain complex technical or policy information to non-technical audiences. Systems & Technical Environment You would likely spend significant time working with: OAKS (Ohio Administrative Knowledge System) TAP (Time, Attendance and Payment system) Ohio SACWIS (Statewide Automated Child Welfare Information System) Reporting and workflow tools Payment processing systems Audit documentation systems Microsoft Office products, especially Excel and PowerPoint This is not a software developer role, but it does require strong systems thinking and comfort navigating enterprise systems. Pay Information Unless required by legislation or union contract, starting salary will be step 1 of the salary range associated with this position. New hires advance to the next step in the range after 6 months and annually thereafter. Based on collective bargaining and legislative activity, there may be cost of living increases awarded annually. Additional longevity supplements begin after 5 years. The current wage progression for this position is in the table below.
