Job Description

Under the supervision of the Children, Youth and Families Manager, plans, directs, coordinates, supervises, administers and monitors the daily operations of Brown County's Shelter Care. Contributes to preparing and administering the Shelter Care annual budget, coordinates functions of shelter with other agencies. Ensures compliance with applicable State laws, administrative codes, and Health and Human Services Policies. Serves in an on-call capacity for emergencies on a rotating basis. Supervises Shelter Care Youth Support Specialist staff by; planning, scheduling and assigning work; approving timekeeping records and time-off requests; assist with policy development and monitoring work progress and quality; participating in hiring processes; conducting performance evaluations; and overseeing day-to-day Shelter operations . Ensures Shelter Care operates in compliance with applicable laws, ordinances, and policies such as (but not limited to) : DCF Chapter 59 of the State Administrative Code, Wisconsin State Statute Chapters 48 & 938, Brown County Department of Health and Human Services Policies, and Brown County Ordinances. Coordinate staff schedules to ensure adequate coverage that meets licensing requirements and operational needs. Trains and oversees staff to ensure proper completion of youth supervision, food service procedures, routine facility maintenance, and operational protocols .
Develops nutritional menus:
purchases and verify goods for quality; ensure proper storage and inventory control; and maintains accurate records of purchase. Coordinates purchasing of operational supplies and maintains adequate and accurate inventory. Maintains accurate and confidential client and staff records Maintains accurate and confidential Shelter Care client and staff records. Leads the development and coordination of daily programming and engagement opportunities for youth residents, ensuring activities are developmentally appropriate, inclusive, and trauma informed. Ensure all staff interact professionally with youth, provide positive influences for youth, maintain appropriate discipline, and enforce facility rules and regulations both in the facility and during group outings. Participates in the process for applicable licensing and ensuring Shelter Care meets all requirements; maintains facilities to ensure safe and sanitary environment. Oversee services to clients in placement and may appear in court with clients on behalf of Shelter Care; supervises clients in placement; supervises out-of-county placements; addresses concerns of clients and families; maintains effective working relationships with clients and families; arranges and directs activities, programs for residents. Perform facility errands (e.g., grocery shopping, picking up supplies, deliveries) and safely transport clients to appointments and activities Help coordinate functions of Shelter Care with other agencies, such as law enforcement, juvenile courts, public schools, and family services. Ensures staff understand and appropriately apply Reasonable and Prudent Parenting Standards in daily supervision, activities, and decision-making for youth in shelter care. Identifies, develops, and utilizes community resources on behalf of residents. Participate in management meetings as needed to address employees' concerns and grievances. Coordinates and delivers training to staff to support daily operations, safety, and appropriate youth care. Coordinates the scheduling of Youth Support Specialists to ensure adequate coverage which meets licensing requirements Provides on-call supervisory coverage on a rotating basis to address emergencies, staffing issues, and critical incidents.

Computer Education and Experience:
Bachelor's degree in social work or related field is minimally required. Three years of experience in a youth care facility or other relevant childcare experience. Two years experience in an administrative or supervisory capacity. Or any combination of education and experience that provides equivalent knowledge, skills, and abilities.
Licenses and Certifications:
Valid Wisconsin Driver's License Certification in first aid and CPR/AED as set forth by DHSS or ability to pass a course. Knowledge of adolescent behavior patterns and techniques to serve trouble youth. Knowledge of human growth and behavior. Knowledge of community welfare and social services resources. Knowledge of juvenile court system and applicable laws. Knowledge of administration and personnel policies. Knowledge of community resources and programs. Knowledge of supervisory techniques. Knowledge of and ability to utilize a computer and the required software. Ability to assist with the managing of the facility and assume responsibility. Ability to assess needs of adolescents and instruct staff on providing services as needed. Ability to operate a motor vehicle Ability to communicate effectively both orally and in writing. Ability to supervise the work of others. Ability to establish and maintain effective working relationships with staff, residents, law enforcement, juvenile courts, public schools, other agencies and the public. Ability to relate to people in an unprejudiced and understanding manner. Ability to maintain composure in stressful situations.
PHYSICAL DEMANDS
Lifting 20 pounds maximum with frequent lifting and/or carrying of objects weighing up to 10 pounds. Intermittent standing, walking and sitting; occasional driving. Using hand(s)/feet for repetitive single grasping, fine manipulation, pushing and pulling, and operating controls. Occasional twisting, squatting, climbing, and grappling; frequent bending and reaching. Communicating orally in a clear manner. Distinguishing sounds at various frequencies and volumes. Distinguishing people or objects at varied distances under a variety of light conditions. Tolerating exposure to potential hazards in the work environment. Must be free from communicable disease.
