Director of Outpatient Treatment Programs Department:
Behavioral Health Services Full-time, Hybrid Salary Range:
$94,432
  • $141,648/yr Job Summary The Director of Outpatient Treatment Programs oversees the management of staff, program development, clinical services, and statutory requirements for the DHS 34 Access Clinics and Crisis Care Coordination team, in addition to the DHS 35 Milwaukee County Mental Health Clinic for children, adolescents, and young adults.
The Director will also oversee the development, implementation, and community integration of service partnerships with area Community Health Centers.
Schedule:
This position will work Monday-Friday on 1st shift at 4 different department locations. Job Responsibilities Clinical Operations Leadership
  • Address daily clinical and staffing issues by coordinating oversight with clinic managers. Consult with treatment directors, staff, and discipline leads to problem solve operational concerns. Communicate effectively with staff regarding clinical workflows and expectations. Program Regulatory Compliance
  • Monitor and maintain compliance with statutory regulations governing crisis services, psychotherapy and outpatient mental health services. Maintain policies, procedures, and all necessary compliance items for clinic and program certifications (e.g., DHS 34, DHS 35, DHS 36). Staff Development and Training
  • Provide initial training and onboarding for all new staff members. Monitor ongoing training needs for all staff. Audit staff workforce quality and completion, provide formal and informal performance feedback, and support goal setting. Fiscal and Billing Oversight
  • Collaborate with the BHS Fiscal department to establish billing policies and monitor adherence. Maintain policies regarding fees and payment requirements. Apply thorough knowledge of Medicaid billing requirements to all outpatient programs. Program Quality Oversight
  • Compile and evaluate program outcome data, identify trends, and guide program development and continuous quality improvement. Monitor staff productivity to make data-driven decisions for clinic needs and utilization. Strategic Partnerships and CHC Integration
  • Participate in strategic development and implementation of Community Health Center (CHC) partnerships. Lead workflow design and client experience initiatives to optimize CHC service integration and meet DHS 34 requirements. Leadership and Oversight of Crisis Care Coordination
  • Oversee Crisis Care Coordination (CCC) services for team serving adults. Ensure DHS 34 standards are met and services are aligned to community crisis services, policies, procedures, and practice. Participate in BHS Committees
  • Represent outpatient programs as a member of the BHS Executive Team.
Collaborate with other BHS leaders to evaluate quality data and implement system-level improvements. Ability to lift, carry, push and pull up to 25 lbs. Other duties as assigned. Required Education, License/Certification and Experiences Valid Driver's License required and must be maintained throughout incumbency Master's degree or higher required Five (5) years or more of work experience in Mental Health Services required Three (3) years or more of work experience in a Management or Director role required Possession of 1 of the 4 following licensures: Doctor of Psychology (Psy.

D.), Licensed Clinical Social Worker (LCSW), Licensed Professional Counselor (LPC), or Licensed Marriage & Family Therapist (LMFT) required Intermediate knowledge of all related computer and software applications such as Microsoft Word, Excel, Outlook, PowerPoint and Teams required
