Program Overview Our Veterans' programs are designed to serve very low-income, primarily homeless Veterans and Veteran families. The program assists Veterans in exiting homelessness and maintaining a permanent housing placement. Services provided by Insight Housing include street and venue-based outreach, case management, permanent housing placement, employment services, and assistance in obtaining VA and other benefits. Position Summary The Housing Supervisor oversees Housing Navigators within the SSVF program and is responsible for ensuring timely and successful housing placements for program participants. This role provides leadership to housing staff, ensures performance goals are met, and maintains high standards for documentation, compliance, and landlord engagement. The Housing Supervisor also maintains a comprehensive database of landlords, rental properties, and housing partners to support housing placement strategies and program planning. This position ensures Housing Navigators and participants are informed of housing laws, tenant and landlord rights, and best practices related to fair housing and tenancy. The Housing Supervisor reports directly to the SSVF Program Manager. Essential Duties and Responsibilities Housing Placement & Performance Oversight Supervise and support Housing Navigators in securing permanent housing for SSVF participants. Ensure housing placement goals and timelines are met. Review housing plans, housing search activities, and landlord engagement strategies. Address barriers to housing placement and support staff with problem-solving strategies. Landlord & Housing Partner Database Management Maintain a detailed and up-to-date database of landlords, rental properties, and housing partners. Ensure the database includes, at minimum: Property location and unit address Owner or landlord name and contact information Unit details (size, rental amount, eligibility requirements, and availability) Any unique restrictions, preferences, or benefits associated with the unit or property Number of Veterans housed at each property Use database data to support housing placement strategies, landlord relationship management, and reporting needs. Ensure Housing Navigators consistently update and utilize the database. Documentation & Compliance Ensure housing documentation is accurate, complete, and compliant with SSVF requirements. Conduct regular file reviews to maintain audit readiness. Monitor adherence to fair housing laws and SSVF housing requirements. Training & Education Ensure all Housing Navigators are trained on housing laws, tenant and landlord rights, and fair housing requirements. Coordinate or facilitate ongoing training for housing staff on housing regulations and best practices. Support and help conduct trainings and informational sessions for participants on their housing rights and responsibilities. Staff Supervision & Development Provide coaching, performance feedback, and professional development support to Housing Navigators. Support onboarding and ongoing training of housing staff. Promote consistent, high-quality housing navigation practices across the team. Collaboration & Reporting Collaborate closely with Case Management and Enrollment teams to support coordinated service delivery. Track housing outcomes and performance metrics. Communicate housing performance, trends, and challenges to the SSVF Program Manager. Minimum Qualifications Bachelor's degree in Social Work, Human Services, Public Administration, Housing Studies, or a related field or equivalent combination of education and relevant professional experience. Minimum of 3 years of experience in housing navigation, rapid rehousing, permanent supportive housing, or a related housing-focused program. At least 1 year of experience supervising staff or serving in a lead/senior role with oversight responsibilities. Demonstrated knowledge of housing placement processes, landlord engagement, and housing stabilization services. Working knowledge of housing laws, including Fair Housing, tenant and landlord rights, and local housing regulations. Experience maintaining accurate and compliant program documentation and data systems. Strong organizational and time-management skills with the ability to manage multiple priorities and deadlines. Proficiency in basic data systems (e.g., HMIS, Excel, Google Sheets, or similar databases). Preferred Qualifications Experience working with Veteran-serving programs, particularly SSVF or VA-funded services. Familiarity with Temporary Financial Assistance (TFA) related to housing (rent, deposits, arrears). Experience developing or managing landlord/property databases. Knowledge of local rental markets and housing resources. Prior experience conducting staff training or participant education sessions. Experience preparing for audits, monitoring visits, or funder reviews. Knowledge, Skills, & Abilities Ability to supervise, coach, and motivate housing staff toward measurable outcomes. Strong understanding of fair housing compliance and ethical housing practices. Ability to build and maintain positive relationships with landlords and housing partners. Analytical skills to track housing outcomes and use data to improve performance. Clear and professional communication skills, both written and verbal. Ability to address complex housing barriers and resolve conflicts with discretion and professionalism. Commitment to trauma-informed, client-centered, and culturally responsive practices. Special Requirements This position requires frequent driving. A valid California driver license, reliable personal vehicle, current personal auto insurance as required by law, and a Motor Vehicle Record (MVR) sufficient to obtain and reasonably maintain insurability under agency auto liability policies. Must be able to receive and maintain criminal and credit records clearance. Must be able to obtain tuberculosis (TB) clearance.
