Job Description
Under general direction of the Community Services Supervisor or designee to assist in the development, organization and supervision of recreation and community service activities and programs; including, but not limited to overseeing various sports, arts, youth and adult programs, and special events; may include supervising a recreation facility; and to perform related work as required. The intent of this position description is to provide a representative summary of the major duties and responsibilities performed by the incumbent(s) in this position. Essential duties and responsibilities may include, but are not limited to, the following: Performs a variety of tasks involving community relations activities as a liaison with citizens, business community, agencies' representatives, professionals from various organizations and non-profit groups. Fieldwork/Special Events will require some evening and weekend assignments. Confers with and assists city departments and others in administration regarding outreach and community engagement. Acts as departmental representative in meetings and conferences involving public and private organizations and city officials as requested. Organizes and tracks city volunteer list. Coordinates public events, including the development and release of items such as brochures, visual presentations, or other public relations materials. Assist and develops, implements, and maintains a filing and tracking system covering disseminated information. Prepares reports including those that present objectives, scope, findings, and recommendations. Coordinates with outreach related efforts for grant applications. Assist in managing City's Website, Social Media sites, City Hall Electronic Board and Newsletter Coordinates City's monthly food bank Assists in the development, organization coordination and supervision of City-wide recreation activities and services; Maintains a variety of records and files; Assist with citywide events and other programs when needed and other duties when assigned Monitors and keeps informed of current trends in the recreation and senior services field, including program development trends and best practices, and potential operational improvements Regular Schedule is Tuesday through Friday 7:00 a.m. to 5:30 p.m. (Working hours may require irregular hours, various shifts, weekends, holidays and/or on-call status). Knowledge of procedures for implementing a variety of planned recreation and community service activities through community participation; program content for specialized community recreation activities; basic first aid and CPR methods; personnel management principles practices and techniques including methods for employee selection, supervision, evaluation, and training; community service agencies, organizations, programs and activities; techniques of effective recordkeeping and report writing; common recreational and social needs of various age groups. Ability to plan, coordinate, supervise the direct the overall recreation and community service activities and programs at a City recreation and community service center; plan, organize, coordinate, and direct citywide recreation activities; conduct assigned portions of programs and activities; select, train, supervise, and evaluate part time and volunteer staff; effectively communicate with juveniles and adults with varying backgrounds, ages and interests; interest and involve community residents in the use of available facilities, activities, programs and services; effectively serve as staff liaison, coordinator, and director; prepare and present comprehensive oral and written reports; identify methods to maximize service effectiveness and efficiency; establish and maintain effective working relationships with public groups, agencies school officials, the media, and others contacted in the course of work; understand community needs in a variety of recreation areas and evaluate activities according to those needs; communicate clearly and concisely both orally and in writing.
Skill and Ability to:
Understand City programs and resources available to resolve municipal problems. Communicate clearly and concisely, both orally and in writing with clients and the public in face-to-face, one-on-one, group meetings and over the phone. Operate a variety of automated office machines including copier, fax machine, telephone, computer, cell phone, relevant software, and peripheral equipment and typewriter. Interpret and apply department policies and procedures. Research and compile information on a variety of programs and services. Establish and maintain effective working relationships with the public and all levels of staff and management. Successfully adapt in a high-volume, fast-paced working atmosphere with multiple activities. Interaction requires substantial sensitivity and cooperation.
Minimum Education/Experience Requirements:
Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Completion of college level courses in Recreation, Social Services. Physical Education or closely related field is desirable. Two (2) years of college course work from an accredited college or university in recreation, social services, physical education, health and human services, early childhood education, public administration, or closely related field is desirable.
Licenses and Certificates:
Possession of a valid class C California driver's license is required by the date of hire and during employment. Must be CPR, First Aid, and AED Certified before hired. Requires vision (which may be corrected) to read small print. Performs lifting, pushing, and/or pulling which does not exceed 40 pounds. Subject to outside and inside environmental conditions with occasional minor discomforts from exposure to less-than-optimal temperature and air conditions May be required to use personal vehicle in the course of employment. May be subject to extended periods of walking, pushing, pulling, bending, reaching, kneeling, lifting or carrying.
