Guided by our mission to strengthen families and communities, Home Start delivers housing, prevention, and supportive services designed to prevent homelessness, promote self-sufficiency, and ensure housing instability is rare, brief, and non-recurring. Position Summary The Resource Navigator provides direct housing navigation and supportive services to individuals referred by the San Diego County Probation Department. Under the supervision of the Program Manager, this role supports clients in identifying housing barriers, developing individualized housing and resource plans, and securing and maintaining stable housing. This position uses client-centered, trauma-informed, and evidence-based approaches to increase housing stability, improve access to income and community resources, and support reduced recidivism. Essential Duties and Responsibilities Coordinate closely with the San Diego County Probation Department to receive, assess, and respond to client referrals. Conduct intake screenings, housing assessments, and evaluations of immediate needs, including crisis stabilization when appropriate. Develop and implement individualized housing and resource service plans in accordance with program requirements and timelines. Provide housing navigation services, including identifying housing options, engaging landlords, supporting housing applications, and assisting with lease processes. Assist clients in gathering and organizing documentation required for housing placement and program eligibility. Connect clients to community resources that support housing stability, income development, and reduced justice system involvement. Deliver services using best-practice approaches, including Housing First, progressive engagement, harm reduction, and trauma-informed care. Maintain accurate, timely, and complete case records in the County PCMS system and other required databases. Ensure documentation meets contract compliance, reporting, and audit standards. Participate in case conferencing, team meetings, trainings, and regular supervision. Collaborate with internal staff and external partners to support coordinated service delivery. Promptly escalate complex cases, safety concerns, or critical incidents to the Program Manager. Perform other duties as assigned. Qualifications Education Bachelor's degree in criminal justice, social services, or a related field required. Relevant professional experience may substitute for education. Experience Minimum of one year of paid or volunteer experience working with underserved or justice-involved populations. Lived experience is highly valued. Knowledge, Skills, and Abilities Knowledge of housing navigation, homelessness systems, and community-based resources. Ability to engage individuals with complex needs using trauma-informed and culturally responsive practices. Strong organizational, documentation, and time-management skills. Ability to prioritize tasks and adapt in a fast-paced environment. Demonstrated cultural humility and respect for diversity. Preferred Language Capacity Bilingual in English and Spanish or another language reflective of the populations served. Other Requirements Valid California driver's license, acceptable driving record, current automobile insurance, and reliable transportation. Ability to successfully complete a DOJ background check, Live Scan fingerprinting, and any additional clearance required by the San Diego County Probation Department. Physical Demands Ability to sit for extended periods while completing documentation and participating in meetings. Frequent travel by car to meet with clients and attend agency or community meetings. Ability to perform the essential functions of the position with or without reasonable accommodation. Work Environment Shared office environment located within a San Diego County Probation Department facility. Use of standard office equipment. Noise levels may vary from quiet to moderate.
