Community Services Officer - Parker Police Department Help Protect and Enhance the Quality of Life in Our Community! Are you passionate about public service, community engagement, and helping maintain a safe and welcoming environment for residents? The Parker Police Department is seeking a unique professional, proactive, and customer-service-oriented Community Services Officer to join our team. In this important role, you will work directly with residents, businesses, pet owners, and community partners to promote compliance with Town ordinances related to animal care and control, parking enforcement, and municipal code compliance. Through education, problem-solving, and enforcement efforts, you will help preserve the high quality of life that makes Parker a great place to live, work, and visit. As part of our team, you will collaborate with patrol officers, Community Development staff, residents, and other agencies to address concerns, resolve violations, and support public safety operations throughout the community. As our Community Services Officer, you will conduct inspections, respond to calls for service, issue warnings and citations, investigate ordinance violations, assist with animal-related incidents, support non-emergency patrol operations, and educate the public on Town codes and regulations. This position requires sound judgment, strong interpersonal skills, and the ability to work independently while handling a variety of situations in a professional and respectful manner. Qualified candidates must possess a high school diploma or GED and at least two (2) years of related experience. An associate degree and certifications in animal control or code enforcement are preferred. A valid Colorado driver's license and safe driving record are required. This position is designated as safety sensitive and is subject to pre-employment and random drug testing in accordance with Town policy. Under general supervision, this position conducts ordinance enforcement activities related to animal care, parking, and municipal code compliance. The position performs inspections, responds to calls for service, documents violations, supports patrol operations, and educates the public to promote compliance and community safety. •This position performs duties deemed to be safety sensitive. Employees holding this position participate in pre-employment and random drug testing under Town's policies• The expected hiring range for this position is dependent upon the level the applicant is hired in at based on experience and certification.
Hiring range is:
$25.71 /hr - $30.86/hr. The full range goes to $36.00/hr. Work hours are typically four (4) ten-hour shifts 6am-4pm. Schedule will either be Sunday - Wednesday or Wednesday - Sunday, based on seniority. Nights, weekends and holidays may be required. This position requires on-call rotation work. You must be able to pass an extensive background check i ncluding but not limited to: criminal history search, job suitability exam, credit check and polygraph examination . We will not consider any candidate that has used any THC product or marijuana within the last twelve months.

Conducts on-site inspections to assess compliance with Municipal Code and issues notices of violation, warnings, citations, and summonses for Municipal Court. Enforces animal care and control ordinances and responds to calls for service related to animals. Enforces parking ordinances in accordance with Town regulations. Educates residents, landowners, pet owners, and agencies on applicable Town laws, ordinances, and codes, including Titles 6, 7, 8, and 9. Assists patrol with non-emergency calls for service, including found property, traffic control, trespass notifications, camping violations, and related support. Collaborates and assists with the Community Development department on related code enforcement activities as needed or required. Initiates corrective actions to achieve compliance and provides court testimony as required. Documents enforcement actions, gathers evidence, prepares reports, and maintains accurate records to support compliance efforts. Supports and participates in community education and outreach activities related to ordinance compliance and animal care. Performs other related duties as assigned. The requirements listed below are representative of the education, experience, certification and/or licensure required. An equivalent combination of education and experience to perform the essential duties and meet the necessary employment standards may be considered. Requires a high school diploma or GED equivalent supplemented by two (2) years of related experience. An associate's degree in public administration, public relations, animal behavior, animal science, criminal justice or related field is preferred. Possession of or ability to readily obtain a valid Driver's License issued by the State of Colorado for the type of vehicle or equipment operated; safe driving record and a minimum of two (2) years of driving history. Possession of or ability to obtain State and National Animal Control certifications within eighteen (18) months of hire preferred. Possession of or ability to obtain one (1) of the following certifications within eighteen (18) months of hire: the Colorado Association of Code Enforcement Officials, the American Association of Code Enforcement, the International Code Council Certified Zoning Officer, or the International Code Council Certified Property Maintenance/Housing Inspector preferred. Knowledge of modern office practices and procedures. Knowledge of legal aspects of municipal code enforcement and administrative procedures. Knowledge of municipal zoning regulations, principles, practices and procedures. Skill in mediation, negotiation, and conflict resolution techniques. Skill in the use of computers and various software programs. Skill in verbal and written communication. Skill in the operation of computers and other types of modern office equipment. Ability to provide positive customer service attitude towards all people and handle challenging situations. Ability to operate and repair small/light equipment, such as power tools. Ability to be self-motivated and take initiative while working independently with little to no supervision. Ability to read and interpret maps. Ability to work irregular hours or on-call weekends, evening, holidays, and/or during emergency situations. Tools & Equipment Requires use of general office equipment such as computers, printers, telephones, and related software. General and Sensory Requirements The employee is regularly required to sit, stand, walk, reach with hands and arms, and use hands and fingers to handle or operate objects, tools, or controls. Duties may also require stooping, kneeling, crouching, crawling, climbing stairs or ladders, and maintaining balance. The employee must be able to talk and hear effectively, both in person and over the phone, and must be capable of operating a vehicle if required by the role. Vision requirements include consistent near and far visual acuity, depth perception, peripheral vision, and the ability to adjust focus to allow a broad field of vision. Heavy Physical Demands This position requires sustained and demanding physical activity. The employee must be able to lift, carry, push, or pull up to fifty (50) pounds frequently and more than one hundred (100) pounds occasionally with assistance. Environment Physical presence onsite is required. Work is primarily performed in varied indoor and outdoor locations. The noise level is variable depending on activities or location. This position occasionally involves work in inclement weather, including extreme heat, cold, wind, or precipitation. Employees in this position may be exposed to fumes, odors, dust, or airborne particles, work in proximity to moving mechanical parts or machinery, and handle potentially hazardous materials or biological substances.
