05/11/2026 The County of Passaic's Department of Human Services is seeking a Supervising Program Development Specialist responsible for the Continuum of Care and other Community Outreach and Family Services Division programs. The person will be responsible for planning, implementation, and community-oriented program activities under the supervision of Division Director. Responsibilities include but are not limited to: Oversee and direct activities of the Passaic County Continuum of Care, DCA CSBG, and DFD SSH direct programs. Arrange and facilitate regular COC Advisory Board and committee meetings. Be proficient in Data analysis to be used in PIT, HDX and System performance measures. Research and implement best practices for COC management for operational efficiency. Manage and support initiatives, projects, and outreach efforts to meet the needs of the community. Ensure that staff, CoC funded agencies, Community Providers and other stakeholders are informed of HUD, DCA and DFD regulations and priorities. Supervises assigned staff and ensures compliance with HIMS training. Directs the establishment and maintenance of complete records of planning activities. Works with the Department of Housing and Urban Development (HUD) and ensures county compliance with procedures and requirements. Prioritizes required workload, includes management of CoC Boards and committees' direct administrative work. Collaborates with social service agencies to assist individuals experiencing homelessness to address their needs. Interfaces with community stakeholders to arrange required services of respective programs. Comprehends and interprets federal, state, and private foundation regulations for the program. Prepares official correspondence and clear, technically sound, accurate outlines for reports. Strong work ethic and ability to work independently. Always demonstrates professional and cooperative behavior with colleagues and supervisors. Knowledge of effective methods of supervision. Ethical leadership capabilities and commitment to promoting a healthy team environment.
Requirements:
Education and Experience:
Graduation from an accredited college or university with a bachelor's degree. Preferred degrees include Public Administration, Social Work, Public Health, Health Administration, or related field, and four (4) years of experience in the development of programs designed to solve socio-economic needs of residents of the state and/or local communities which shall have included responsibility for the research, negotiation, and/or writing of proposals for community service programs. OR Possession of a master's degree from an accredited college or university with concentration in the field of human or social services; and three (3) years of the above-mentioned professional experience. OR Eight (8) years of professional experience in the development of programs designed to solve socio-economic needs of residents of the state and/or local communities which shall have included responsibility for research, negotiation, and/or writing of proposals for community service programs.
Knowledge and Abilities:
Knowledge of federal and state programs relating to the field of human and social services, community action, and other areas. Knowledge of current programs offered by foundations and private organizations to deal with community projects. Knowledge of methods and procedures used in submitting funding proposals to the federal government and/or private foundations. Knowledge of the socioeconomic and other problems and needs of local communities. Knowledge of effective methods of supervision. Ability to do the research in connection with and to assist in the submission of proposals for projects to assist communities in meeting the needs of their residents. Ability to evaluate community needs. Ability to analyze and evaluate community resources and available services designed to meet the needs of local residents. Ability to assist in the preparation of detailed application for federal grants. Ability to collect information and develop plans to meet the human service needs of the community. Ability to establish and maintain cooperative work relationships with associates in the department and state and federal agencies involved in the human or social service fields. Ability to assist in compiling studies and surveys and preparing first draft reports as foundations for assessing community needs. Ability to prepare official correspondence and clear, technically sound, accurate outlines for reports. Ability to maintain essential records and files. Ability to give advice, instructions, and guidance to other employees and to evaluate their work performance. Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.

License:
