Every Neighbor Housing Specialist Job Summary:
The Cleveland Department of Public Health (CDPH) is seeking a highly organized, detail-oriented, and mission-driven professional to serve as Housing Specialist for the Home for Every Neighbor Program. The position plays a key role in overseeing landlord engagement, identifying units for new leases, and ensuring unit compliance with City of Cleveland Building and Housing and Health codes. Under administrative direction, is responsible for assisting with duties related to completion of projects, programs, or initiatives for a City division or department. Serves as the specialist to the supervisor or manager of projects, programs or initiatives. Provide administrative support, schedule meetings and ensure deadlines are met. Assist in creating schedules, timelines, and maintain project budgets. Provides reports, presentations, communications and correspondence as required. Performs other related duties as required.High School Diploma or GED required. Substitution:
Completion of a fellowship program, apprentice program, or other similar program; OR completion of a certification program, i.e., Project Management, Human Resources, etc. Must be able to lift and carry thirty (30) pounds. Valid State of Ohio Driver's License or State-issued identification card. Must be proficient utilizing all Microsoft Office products.Essential Duties:
Landlord Engagement & Unit Acquisition Develop relationships with landlords to expand available housing inventory. Secure safe units for timely lease-ups aligned with participant timelines. Manage enrollment processes for new landlords. Permanent Supportive Housing Pipeline Management Serve as the City's representative in weekly Permanent Supportive Housing coordination meetings. Coordinate participant transitions into Permanent Supportive Housing. Track voucher, inspection, and documentation deadlines to prevent voucher loss. Provide updates to leadership regarding trends and placement outcomes. Compliance & Community Coordination Coordinate with Building & Housing to ensure units meet code standards and identify patterns involving non-compliant or high-risk housing actors. Represent the City at relevant community collaboratives. Develop programmatic approaches to improve tenant protections and landlord accountability. Transitional Support & Reporting Provide direct case management support during critical periods. Manage internal tracking system on lease-up timelines and transition outcomes. Support grant reporting and funding documentation related to housing stability. Assist in the development of structured transition plans for graduates. Other Duties as assigned.Preferred Qualifications:
A minimum of 1 year in housing case management. Direct experience with the Home for Every Neighbor Program in Cleveland.
