Aging and People with Disabilities (APD), part of the Oregon Department of Human Services, is seeking a dedicated and compassionate individual for Eligibility Worker/Human Services Specialist 3 in the Oregon City office. This position is bilingual and requires duties to be done in both English and Spanish. A job offer will be contingent upon taking a test(s) evaluating your proficiency in the bilingual requirements of the position. Eligibility Workers determine financial eligibility for Oregon Department of Human Services (ODHS) programs, including but not limited to, Medicaid/Medical Assistance Programs, Supplemental Assistance Program (SNAP), Employment Related Day Care (ERDC), and Long Term Care Services. (LTCS). This position processes applications that are new and re-certifying by reviewing the applicant's financial and non-financial situations. Determining eligibility in a timely manner by following complex rules and policies which includes gathering appropriate documentation for the electronic case file along with referring applicants with additional needs to appropriate agencies.WORKING CONDITIONS
Working schedule is 8:00am - 5:00pm, Monday-Friday. Contact with the public, including contact with and possibly de-escalating customers experiencing emotional and financial stress. Work is conducted in offices and other program sites. Must have a valid driver's license.WHAT YOU NEED TO QUALIFY/MINIMUM QUALIFICATIONS
(MQ's): 2 (two) years of experience determining eligibility for an agency program by interviewing to assess the needs of clients, and interpreting and applying the policies, rules, and guidelines that are applicable to the client's situation. Any college courses may be substituted for the two years of general experience on a year-for-year basis (45 quarter hours is equivalent to one year of experience).ESSENTIAL ATTRIBUTES
Calm, clear, professional communication skills to ensure quality service daily by telephone, in writing or in person for internal and external customers. Strong ability to communicate with diverse groups and individuals responding to questions to derive customer needs Adept in usage and functionality of computers, web browsers, Microsoft programs, quality keyboarding and multi-line telephone. Ability to learn and use multiple systems in tandem for research, tracking, and client case management Experience interpreting and implementing policy and procedures Ability to maintain high level of confidentiality and handle sensitive information •Clearly describe how you meet the minimum qualifications and essential attributes within your application materials.
