Job Description

The Department of the Prosecuting Attorney , Victim/Witness Division, is hiring two (2) Victim/Witness Counselors in Honolulu. In this role, you will provide professional counseling and support services to victims and witnesses of violent crime. You will serve as a dedicated advocate, guiding clients through the criminal justice process, helping them understand their rights, and preparing them for court proceedings. This position plays a critical role in ensuring victims and witnesses feel supported, informed, and empowered throughout what can often be a challenging and emotional experience.
Key Responsibilities :
At Level I (SR-20) : ( $4,961 /month), provides professional counseling to victims/witnesses of violent crimes, handling moderately complex cases. At Level II (SR-22 ) : ( $5,369 /month), independently provides professional counseling to victims/witnesses, managing a full range of cases, including highly complex situations. EDUCATION REQUIREMENT
:
Level I & II :
Equivalent to graduation from an accredited four-year college or university with a bachelor's degree in social work, sociology, counseling, psychology, or a related field.
Substitution :
Work experience may be substituted for a bachelor's degree on a year-for-year basis. Such experience must have provided the knowledge, skills, and analytical ability normally gained from attainment of a bachelor's degree.
For example:
1. Four (4) years of professional work experience, in any occupation, may substitute for a general bachelor's degree. 2. Four (4) years of general work experience (does not need to be professional level experience) in social services, counseling or related work may be substituted for a general bachelor's degree. Education obtained outside of the United States must be comparable to a degree earned at an accredited college/university in the United States. In order to receive credit for the education, a foreign credential evaluation (FCE) must be provided. We also reserve the right to request further information about your academic program, evidence of comparability, or an original transcript.
Education Verification :

EXPERIENCE REQUIREMENT
:
Level I:
One (1) year of professional counseling experience in a program which provided social services or mental health services, to include crisis counseling.
Level II :
Two (2) years of professional counseling experience in a program which provided social services or mental health services, to include crisis counseling, one of which shall have related to the criminal justice system.
Must be able to:
Demonstrated knowledge of crisis intervention, counseling and psycho-therapeutic techniques. Apply effective interviewing methods and techniques, particularly in crisis situations. Understand and navigate governmental agencies and community organizations that provide social services, benefits, and human resource assistance. Interpret and apply court procedures and relevant legal instruments applicable to the program. Demonstrate familiarity with laws, rules, and regulations governing the State Criminal Injuries Compensation Commission. Prepare clear, accurate, and professional reports. Assess the biopsychosocial needs of victims and witnesses of violent crimes. Utilize a wide range of interviewing techniques, with emphasis on crisis counseling. Work effectively and compassionately with individuals from diverse backgrounds experiencing high levels of stress.
Substitution :
A Master's degree in social work, counseling, or a similar closely-related degree will substitute for one year of professional counseling experience in a program which provided social services or mental health services, to include crisis counseling. There is no substitution for the criminal justice system experience (which is required at the II level and above). The Master's degree in social work, counseling, or a similar closely related degree must be met at the time of application. LICENSE REQUIREMENT
: Possession of an appropriate valid driver's license (automobile/Type 3), prior to appointment, as required.
