$60,000-$65,000; Full-time, 1.0 FTE. Starting wage DOE and qualifications.

The Opportunity:
Maslow Project is seeking a compassionate, skilled, and mission-driven Certified Alcohol and Drug Counselor (CADC I or II) to serve as the heart of our new pilot counseling program. You'll be embedded in our drop-in youth and family Resource Center, where you'll provide low-barrier, walk-in counseling and milieu services — and then take those services to the community and on outreach. You won't be behind a desk waiting for clients to come to you. You'll meet people where they are. This role is designed for someone who believes recovery is possible for everyone, who can hold space with steady, trauma-informed presence, and who wants their work to matter in the real and immediate sense of the word.
Key Responsibilities:
On-Site Milieu & Walk-In Counseling Services:
Provide accessible, low-barrier walk-in counseling and milieu support at Maslow Project's youth and family Resource Center. Conduct comprehensive individual substance use assessments and develop individualized goal setting and treatment plans. Deliver brief intervention and motivational interviewing to support clients in exploring and committing to recovery. Provide crisis counseling, emotional support, and on-the-spot de-escalation with a trauma-informed, person-centered approach. Connect clients to recovery resources, peer support services, and treatment pathways, and coordinate follow-up and continuity of care.
Mobile Outreach:
Participate in Maslow Project's existing outreach program, including street outreach to parks, and community gathering spaces. Coordinate warm hand-offs with law enforcement, emergency services, and shelters. Provide on-the-spot crisis intervention and de-escalation in the field.
Education & Prevention:
Deliver education on substance use, misuse, and addiction — including trauma-informed care and coping strategies, and pathways to recovery and treatment options.
Community & Partnership Building:
Establish and maintain partnerships with hospitals and emergency departments, law enforcement and crisis response teams, housing and employment services, and peer recovery organizations. Represent Maslow Project with professionalism, warmth, and consistency in all community interactions.
Documentation, Reporting & Compliance:
Maintain accurate, timely case documentation and performance data in compliance with all applicable laws and regulations, including 42 C.F.R. Part 2 (Confidentiality of Substance Use Disorder Patient Records) and HIPAA . Uphold confidentiality requirements rigorously — including the heightened protections for SUD patient records under federal law. Support quarterly progress reporting requirements, including tracking unduplicated individuals served, counseling sessions provided, and client progress toward recovery or stabilization goals. Comply with Oregon statutes governing the treatment of minors (ORS 109.675-109.695) and mandatory child abuse reporting obligations (ORS 419B.005-419B.050). What You'll Bring (Required Qualifications):
Active CADC Credential:
You hold a current, valid Certified Alcohol and Drug Counselor I or II (CADC I or II ) certification and are in good standing with your certifying body.
Clinical Supervision Readiness:
You are willing and eligible to receive ongoing clinical supervision in accordance with CADC credentialing requirements. Supervision will be provided through a contracted licensed clinical supervisor.
Substance Use Disorder Expertise:
Strong working knowledge of evidence-based practices including motivational interviewing, brief intervention, substance use assessment, and trauma-informed care.
Crisis Competency:
You can engage with someone in crisis — in the field and in an office. Experience in crisis counseling and de-escalation is essential. Knowledge of 42 CFR Part 2 &
HIPAA:
You understand the unique confidentiality requirements that govern SUD patient records and take them seriously. Experience working within these frameworks is strongly preferred.
Youth & Community Services Experience:
Lived or professional experience working with homeless, at-risk, or justice-involved youth and young adults is strongly preferred.
Exceptional Human Skills:
You can build trust quickly with people who have been let down by systems. You communicate clearly, listen deeply, and show up consistently. Ability to immediately pass a drug screen (includes marijuana); criminal background check; must have a valid Oregon Driver's license and personal auto insurance (required for mobile outreach).
