Primary Purpose IT Enterprise Services supports the broader IT organization through strategic collaboration across financial management, strategic planning, project delivery, governance, vendor management, quality assurance, and workforce development. Within this organization, the IT Strategy and Investments team focuses on enabling cost effective delivery of IT services and investments by managing key planning and financial processes, including the IT Strategy, Long Range Plan (LRP), Latest Estimate (LE), equitable billing allocations, Multi Year Plans (MYP), and cost optimization initiatives. The Sr. Analyst, Technology Business Management, is responsible for governing and modeling consumption-based billing for both cloud and on prem infrastructure, providing SaaS application support, and enabling FinOps best practices through complex data modeling. This role supports the development of IT technical services that form the basis for allocating approximately $200M in on prem infrastructure costs and $60M in cloud costs, while partnering with stakeholders to define and deliver reporting aligned to Technology Business Management (TBM) standards. Position may be required to work extended hours, including 24 x 7 coverage during storms or other energy delivery emergencies.

• Primary Duties Lead technical services annual and monthly rate times quantity billing modeling and cloud costallocation: Manage and develop the complex data modeling within Apptio based on servicevolume changes or measurement changes.

Conduct source system data quality reviews enablingaccurate modeling. Technical service design consists of the development and construction ofnew, and retirements of no longer available, technologies and services. Ensures TechnicalService owners, Accounting and Finance requirements are addressed, and all vested partiesaligned. Partner with IT Corporate Platforms, IT Infrastructure Ops & Engineering, IT OperationalPlatforms and IT Digital Services to gain (40%) Proactive monitoring, management, and adjustment of portfolio investments to maintainenterprise wide visibility into quantity-based drivers of; portfolio financials, overall health, supportplanning and execution of work, and assisting with with investment decisions based on strategicalignment of portfolio road mapping and business value: Associating infrastructure expenses toapplications and application services and end user services to corresponding OpCo. Designstandard and adhoc modeling of on-prem and cloud costs. Catalogs existing reporting andmakes reporting available to customers through Apptio and BI reports. (30%) Develop, maintain and support processes to effectively monitor, assess and evaluateperformance adherence to technology business management standards: Architect and documentdata model changes. Provide SaaS Application Technical support ensuring compliance withsecurity and information technology requirements. Data accuracy testing and governanceprocess documentation development. Identification of innovation and continuous improvementopportunities consisting of automation and intersystem integrations.(20%) Support IT Strategy and Investments, create and gain alignment across IT Enterprise Servicesand Peer groups for process documentation across core functional areas. Support peer groupand community of practice activities as a Subject Matter Expert. Support annual businessplanning chart of accounts analysis, external benchmark, and identification of IT industry bestpractices.(5%) Other responsibility as directed by Management. (5%) Job Scope

• This is an individual contributor position that works independently, relying on knowledge skills and judgment acquired through education and relevant experience to plan and accomplish assigned tasks and goals.
• Position requires routine interaction with key internal and external stakeholders, executives, directors, managers and staff across the organization.
• May require working extended hours and/or shift work to support business operations.
• Requires participation in an Emergency Preparedness role to support storm and emergency activity. Minimum Qualifications
• Bachelor's degree in quantitative discipline (e.g. Computer Science, Mathematics, Engineering, Finance or Accounting) and 4-7 years of complex data modeling experience.
• In lieu of degree, 6-9 years of relevant experience
• Advanced Microsoft Excel, Access and PowerBI skills including complex formula development, and data modeling
• Demonstrated ability to develop multiple solutions to moderately complex problems and recommend the best solution to the business and project team
• Demonstrated simulation development and analyses of operational scenarios
• Basic financial understanding including budgeting, variance analysis and financial statements
• Experience and deep knowledge of foundational business processes
• Demonstrated strategy planning and customer engagement skills and experience leading through change
• Advanced consultative skills, including teamwork, facilitation, and negotiation. Advanced interpersonal skills, communications skills, and presentation skills.
• Demonstrated ability to simplify complex metadata scenarios and present information in a way that establishes rapport, persuades others, and gains understanding and approval
• Excellent communications skills and ability to work effectively with all levels of IT, the business, and vendors Preferred Qualifications
• Bachelor's degree in quantitative discipline (e.g. Computer Science, Mathematics, Engineering, Finance or Accounting)
• Experience with Application Portfolio Management tools and/or ServiceNow CMDB configuration
• Experience with Apptio Cost Transparency and Technology Business Management (TBMA or TBMA Elite Certifications)
• Application Support and Development Benefits Annual salary will vary based on a candidate's skills, qualifications, experience, and other factors: $90,400.
