Description Ads Billing:
Advertising is one of the fastest growing businesses within Amazon, empowering Amazon Sellers, Vendors, Authors, and Publishers to boost their product reach and sales through performance and display advertising. The Advertising billing platform is an enabler for Sponsored and Display Ads worldwide rapid growth that generates 5MM accurate, timely, and tax-compliant invoices per month and offers a singular platform to manage all of the billing needs globally which includes invoicing, taxation, accounting automation, budgets, promotions, payments, and Billing Advertiser Experience with best in class UX and Public APIs. As a Technical Program Manager within Amazon's Ads Billing organization, you will drive critical programs across Invoicing, Tax and Promotions, Payments, and Credit & Rebill — the core capabilities that power Amazon's global advertising billing platform. You will own end-to-end program delivery across these domains, managing complex, multi-team initiatives that span engineering, product, finance, accounting, tax, and legal stakeholders. Your work will directly impact advertiser retention, revenue growth, and regulatory compliance across multiple jurisdictions worldwide. You will define and manage program roadmaps, milestones, and dependencies across multiple engineering teams — driving new invoicing features, government e-invoicing expansion to new jurisdictions, payment method launches, credit extension, and promotional strategies that directly influence advertiser experience and revenue. You will partner closely with Tax, Finance, Accounting, and Legal teams to translate regulatory requirements into actionable technical plans, while driving alignment across engineering leads and product managers to unblock dependencies and resolve ambiguities at pace. Operating with high autonomy, you will identify and mitigate technical and operational risks, author program documentation including charters and executive-level status updates, and contribute to the strategic roadmap for billing capabilities. Key job responsibilities Define and drive the end-to-end program strategy, roadmap, and execution plan for complex, cross-functional technical initiatives spanning multiple teams and organizations. Provide technical depth and judgment to influence architecture decisions, identify risks, and drive alignment across engineering, product, and business stakeholders. Lead coordination across engineering, product management, design, operations, and business teams to ensure alignment on goals, dependencies, milestones, and deliverables. Communicate program status, risks, and trade-offs to senior leadership (Director, VP, SVP level), driving clarity and decision-making at all levels of the organization. Proactively identify program risks, develop mitigation strategies, and drive resolution of blockers to keep programs on track. Own program delivery timelines, define success metrics, and establish mechanisms (MBRs, WBRs, dashboards) to track progress and ensure accountability. Design and implement scalable program management processes, tools, and best practices that improve team velocity and operational efficiency. Map and manage complex cross-team and cross-org dependencies, ensuring alignment and removing bottlenecks. Drive creation of technical specifications, design documents, runbooks, and operational playbooks to support program execution and knowledge transfer. Mentor junior TPMs and program managers, raise the bar on program management practices, and influence organizational standards without direct authority. Basic Qualifications- 5+ years of technical product or program management experience
- 3+ years of software development experience
- 5+ years of technical program management working directly with software engineering teams experience
- Experience managing programs across cross functional teams, building processes and coordinating release schedules
- Experience building and evaluating system-level technical design
- Experience developing and executing/delivering product and technical roadmaps Preferred Qualifications
- 5+ years of project management disciplines including scope, schedule, budget, quality, along with risk and critical path management experience
