Street & Sign Technician

assembling of roadway traffic control devices according to engineering specifications. Incumbents in this position are required to be very knowledgeable in the specialized field of signs and pavement markings, dealing with different types of materials, as well as their applications. Employees in this classification also perform semi-skilled manual work in roadway-related to construction, maintenance, or repair of city streets, alleys, sidewalks, and City-owned property. Personnel in this classification receive assignments directly from the Streets Operations Manager.ESSENTIAL JOB FUNCTIONS
1. Performs manual labor tasks as assigned, such as sidewalk repair and repairing holes in paved or unpaved roads with asphalt or lime rock; 2. Oversees the installation and maintenance of all traffic signal installations, pavement marking, sign fabrication, and installation, as well as other traffic control devices; 3. Installs and repairs traffic control devices such as signs, signals, and pavement markings; 4. Performs sign inspections in the field, assessing the general condition and need for replacing signs, utilizes the Manual of Uniform Traffic Control Devices (MUTCD) to identify issues on sign location, height, size, and color; 5. Responsible for fabrication, laying out of street designs for pavement marking; installing route markers, regulatory and warning signs; 6. Operates computerized sign-making equipment in the production of signs; 7. Operates heavy and/or specialized construction equipment; 8. Required to attend training and/or continuing education as assigned by the Streets Operations Manager; 9. Performs the inspection of our maintenance and rehabilitation contracts citywide to ensure compliance with contract documents, approved specifications, and applicable regulations; 10. Assist other Divisions as necessary. 11. Must be available to work in the event of a disaster to assist with recovery response efforts. KNOWLEDGE, SKILLSAND ABILITIES
1. Ability to establish and maintain a professional, effective working relationship with departmental personnel, all levels of employees, City officials, other government agencies, and the general public; 2. Ability to provide training and guidance to other employees in acquiring skills and abilities in the trade; 3. Ability to interpret laws and statutes as they relate to traffic signage; 4. Ability to conduct periodic field reviews of maintenance of traffic (MOT) setups; 5. Proficient knowledge of Windows operating software and graphic editing software; 6. Ability to perform mathematical calculations, keep accurate records, and prepare reports; 7. Proficient knowledge of the federal, state, county, and city design standards and requirements for construction and maintenance of traffic controls, the manual on Uniform Traffic Control Devices (MUTCD) and Florida Department of Transportation (FDOT) specifications for roadway and traffic; 8. Ability to work effectively under pressure, deadlines, and may be subject to constant interruptions; 9. Ability to read and interpret blueprints, plans, and specifications; 10. Proficient knowledge of sign fabrication and installation of pavement markings; 11. Ability to communicate clearly, concisely, and effectively, both verbally and in writing; 12. Proficient knowledge of the Florida Department of Transportation (FDOT) Standard Specifications for Road and Bridge Construction and FDOT Roadway and Traffic Design Standards.EDUCATION AND EXPERIENCE
1. High school diploma or possession of an acceptable equivalency diploma, supplemented by advanced coursework in Construction Management or a related field; 2. One (1) year of experience in traffic control device maintenance that includes installation, fabrication, pavement marking, and striping of roadway/traffic signs. (A comparable amount of training, education or experience can be substituted for the minimum qualifications.)LICENSES, CERTIFICATIONS OR REGISTRATIONS
1. Possession of a Class B Commercial Driver License (CDL); or the ability to obtain within 1-year of hire date. 2. Incumbents of this position must be able to obtain an IMSA (International Municipal Signal Association) Traffic Signs & Markings II certification within (1) year of hire date. 3. Incumbents of this position must be able to obtain the Florida Department of Transportation Temporary Traffic Control Intermediate Certification within one (1) year of hire date; 4. Incumbents of this position are required to pass the National Incident Management System (NIMS) ICS-700 within (3) months of employment and the ICS-100 within (6) months of employment.ESSENTIAL PHYSICAL SKILLS
Tasks involve the intermittent performance of physically demanding work, typically involving some combination of climbing ladders, reaching, bending, kneeling, crouching, standing and making continuous hand/arm movements. Sufficient vision and hearing to safely and accurately perform essential functions (with or without correction) are required. Works at heights (up to 60 feet). May work in strong odors. May also require lifting, carrying, pushing or pulling of objects and materials weighting (20-50lbs). Must be available to work night, weekend and holiday shifts. On night, weekend or holiday shifts as assigned may be required to work alone. Must be available to work in the event of a disaster to assist with recovery response efforts. On such assignments, within established policies and procedures, incumbents of this class are expected to work with considerable initiative and independent judgment in identifying and taking corrective action on the more routine problems.
