Job Description

The Federal Law Enforcement Training Centers (FLETC) is looking for a talented Chief Information Officer/Assistant Director at FLETC's headquarters location in Glynco, Georgia. This position provides component-level strategic leadership for the direction, planning, management, and coordination of the component's information technology (IT), IT systems/program management, cybersecurity, information and technology accessibility, information resource management, and IT acquisition management.

EXECUTIVE CORE QUALIFICATIONS
(ECQs): As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible executive leadership and supervisory experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs) listed in the "Required Documents" section below. Unless you are currently serving under a Career Senior Executive Service (SES) appointment, eligible for reinstatement into the SES, or a graduate of an OPM approved SES Candidate Development Program (CDP), you must address the ECQs. Your narrative must address each ECQ separately and demonstrate the underlying competencies in the narrative. Examples should be clear, concise, and emphasize your level of responsibilities; the scope and complexity of the programs, activities, or services you managed; program accomplishments; policy initiatives undertaken; level of contacts; the sensitivity and criticality of the issues you addressed; and the results of your actions. You should use action-oriented leadership words to describe your experience and accomplishments and quantify your experience wherever possible to demonstrate your accomplishments (e.g., number of employees supervised; size of budget managed; amount of money saved, etc.).
EXECUTIVE CORE QUALIFICATIONS
(ECQs): All new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. ECQ 5. MANDATORY TECHNICAL QUALIFICATION
(MTQ)s: In addition to the ECQs, all candidates must show evidence of the following MTQs below in order to meet basic qualifications for this position. Your resume should demonstrate accomplishments that would satisfy the technical qualifications. MTQ 1: Demonstrated leadership experience in the management of network infrastructure, IT support services, cybersecurity, datacenter/cloud services, telephony, and radio communications systems. MTQ 2: Demonstrated ability to effectively define and achieve enterprise-level strategy for the acquisition, integration, and use of IT systems. Background includes providing authoritative statements, organizational positions, and expert-level advice to executive leadership on strategic and tactical IT issues. Significant experience with life-cycle planning of IT assets resulting in the seamless recapitalization of end-of-life assets or the acquisition of new and innovative capabilities which match strategic objectives. Additionally, must possess the ability to plan for the use and integration of artificial intelligence to deliver both mission-specific requirements and mainstream administrative support functions. MTQ 3: Demonstrated expert knowledge of principles, methods, and techniques used in information management, records management, Section 508 accessibility requirements, and Freedom of Information Act (FOIA) compliance.
Note:
If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES.
Veterans Preference:
Veterans' preference is not applicable to the SES.
Current or Former Political Appointees:
OPM must authorize any employment offers made to current of former (within the last 5 years) political Schedule A, Schedule C, or Non-career SES employees in the executive branch. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, or Non-career SES employee in the executive branch, you must disclose that to the FLETC team.
