Job Summary:
Norfolk Public Schools is seeking a highly organized, detail-oriented, and collaborative individual to serve as our Team Chair for PreK-6 programs district-wide. This position supports the Director of Student Services and plays a key role in ensuring compliance with state and federal special education requirements while providing excellent service to students, families, and staff.
Qualifications:
Massachusetts Certification as Special Education Administrator, preferred. Masters degree required. Minimum of five (5) years teaching experience required. Experience supervising and supporting special education programming. Strong communication and interpersonal skills, as well as effective problem solving skills. Ability to engage a variety of constituents including families, DESE, and area agencies. Commitment to ensuring success for all students, and focus on inclusive practices. Leadership characteristics that focus on diversity, equity and inclusion. Proficient in special education laws and regulations. Skilled at analyzing multi-disciplinary evaluations and integrating clinical findings to develop comprehensive, data-driven IEPs Fiscally responsible and knowledge of budget and efficient utilization of resources.

205 Working Days Professional Responsibilities (Essential Job Functions): IEP Team Leadership & Compliance Chairs initial eligibility, three-year re-evaluations, and IEP team meetings district-wide. Ensures strict compliance with all local, state, and federal special education regulations, including 504 regulations. Reviews student IEPs, progress notes, and evaluation reports for compliance, accuracy, and instructional quality. Supervises and monitors procedures for the referral, evaluation, placement, and re-evaluation of students, including homeschooled students and students privately placed by parents. Oversees the district's Child Find, pre-referral, and referral processes. Coordinates the scheduling of IEP team meetings and ensures the timely completion of all associated paperwork. Out-of-District (OOD) Coordination Coordinates all aspects of programming for out-of-district students, including case management, attending OOD meetings, and monitoring student progress. Manages the complex transition process for OOD students moving into or out of the district. Recommends appropriate, least-restrictive services and placements to meet the unique needs of children eligible for special education. District Leadership & Staff Support Collaborates closely with the Director of Student Services to develop, communicate, and implement the educational rights and needs of students with disabilities. Assists the Director of Student Services with the supervision, observation, and evaluation of special education staff in a manner that encourages continuous professional growth. Partners with building principals and teaching staff to ensure effective service delivery for students with specialized needs. Assists in the recruitment, interviewing, selection, and hiring recommendations for special education personnel. Provides district-wide leadership and professional development to foster inclusive environments and maintain currency on special education best practices. District-Wide Program Coordination Manages McKinney-Vento transportation for students with disabilities in collaboration with an administrative assistant. Assists the Director of Student Services with the coordination of English Learner (EL) student needs and programming. Maintains up-to-date knowledge of state and federal special education regulations, remaining committed to the District Strategic Plan and the improvement of student learning. Other Duties Performs other duties as assigned by the Director of Student Services.
Preferred Qualifications:
Experience working in a public school special education office Familiarity with DESE compliance requirements, N1 forms, IEP timelines, IEP Systems (Frontline) Experience managing high-volume workflows Exceptional time management skills Exceptional organizational skills
Physical Working Conditions:
Frequently required to sit for long periods at a desk. Frequently required to drive to other locations to facilitate team meetings. Ability to prepare special education documents and files as needed. Ability to use computers, special education management systems, and district technology.
Salary Range:
$80,000-$110,000 •Salary commensurate with experience
