TECHNICIAN
Full-Time, Represented Closed/Promotional Final Filing Date:
Tuesday, May 26, 2026 The Community and Economic Development Department is comprised of the Economic Development, Planning, Building and Safety, Housing, Emergency Services, Code and Parking Enforcement Divisions. The Economic Development Division strives to provide retail opportunities, create diverse job opportunities, and assists in the fiscal stability of the City. The Planning Division is responsible for reviewing proposed development for compliance with the City's Zoning Ordinance and General Plan and planning long range strategies. The Building and Safety Division ensures safe construction practices are followed according to federal, state, County and local standards. The Housing Division includes the federal Housing Choice Voucher (Section 8) Program and administration of the Community Development Block Grant (CDBG). The Emergency Services Division staff ensures proper Emergency Operation Center (EOC) training and that the City is prepared for natural or man-made disasters. The Code Enforcement Division is responsible for enforcing the municipal codes that relate to residential and business property maintenance standards. The Parking Enforcement Division enforces all parking laws in the California Vehicle Code and Municipal Code. The Position The Technician performs technical duties related to housing programs, grant administration, community development activities, regulatory compliance, program monitoring, research, and administrative support functions. Under the direction of the Deputy Director of Community & Economic Development, an incumbent will be assisting and/or supporting with the overall administration and implementation of housing, community development, and related departmental programs and services. The position focuses on program coordination, regulatory compliance, grant management, public assistance, data tracking, research, reporting, and departmental operational support. City Hall is open Monday through Thursday, 7:00 AM to 5:30 PM. Employees work a 4/10 schedule from 7:00 AM to 5:30 PM. This position could also be required to work non-traditional hours including nights, early mornings, weekends, and holidays based on the needs of the department. The duties listed below are intended only as illustrations of the various types of work that may be performed by particular employees in this classification. Administer housing related programs funded by theCDBG, HOME
Investment Partnerships Program, CalHome Program, PLHA and various other funding sources. Coordinate the implementation of housing assistance programs, including rental assistance, first-time homebuyer, housing rehabilitation, foreclosure prevention, affordable housing development, rent control ordinance administration, homelessness prevention initiatives and other housing related programs. Prepare and submit all required programmatic and financial reports, as required by U.S. Department of Housing and Urban Development (HUD), California Department of State Housing and Community Development (HCD) and other applicable funding or regulatory agencies. Audit and monitor consultants, subrecipients, Community Housing Development Organizations (CHDOs), non-profits, contractors, and other entities, including oversight of project implementation, performance evaluation, and compliance with all applicable program regulations and contractual requirements. Research, identify, apply for, and execute Federal, State, County, and private grants to support housing programs, including preparing applications, amendments, managing awarded funds, and ensuring compliance with all grant requirements. Prepare and manage budgets for housing and social service programs; review drawdowns, track activity balances and program expenditures, process budget modifications, and coordinate closely with the City's Finance Department. Prepare comprehensive staff reports, including background research, policy analysis, program updates, funding recommendations, and compliance findings, as well as programmatic reports and other required documentation. Assist in the preparation of Housing Element updates, including the Housing Plan section with goals, policies, programs, and quantified objectives; and support drafting, administration and implementation of Affordable Housing Agreements, density bonus provisions and inclusionary housing programs. Conduct research and analysis related to housing policy, housing needs, and demographic trends. Assist in the preparation and administration of Requests for Proposals (RFPs) for housing-related services and development projects. Provide technical assistance to community members, property owners, and developers regarding housing programs and requirements. Attend community meetings, public hearings, and represent the department in interagency working groups or task forces as needed. Prepares technical reports, correspondence, and a variety of internal memoranda. Assists with administrative duties, including processing invoices and purchase orders, file management, calendar management and scheduling, answering phone calls from the public, and formatting documents. Performs other related duties as assigned.Knowledge of:
Applicable federal, state, and local housing-related laws, regulations, and funding requirements, including but not limited to: Program compliance, monitoring, and reporting requirements associated with housing and community development grants. Data management and recordkeeping requirements for HUD and HCD-funded programs. Principles of community engagement and public outreach related to housing policy and services. Methods for preparing clear, concise, and comprehensive reports and grant applications. Local and regional housing policy issues, including fair housing laws, tenant protections, and housing affordability challenges. Budget development, financial tracking, and auditing procedures for grant-funded programs. Principles, practices, and techniques of affordable housing program development, implementation, and evaluation Depending upon position assignment, may require knowledge of customer service techniques.Skills/Ability to:

Study documentation and resolving technical data, situations, and problems. Researching, compiling, and summarizing a variety of informational and statistical data and materials. Organizing work, setting priorities, meeting critical deadlines, and following up on assignments with direction from the Director of Sustainability. Applying logical thinking to solve problems or accomplish tasks; to understand, interpret and communicate complicated policies, procedures, and protocols. Proficiency in a second designated language is desirable.Education and Experience:
High school diploma or GED certificate is required. Six (6) months of related experience. College-level coursework or extension classes; and/or an Associate or Bachelor's Degree from an accredited college or university in urban planning, public administration, business administration, community development or a related field is desirable. The position also requires both near and far vision in reading written reports and work-related documents. Acute hearing is required when providing phone and personal service. The nature of the work also requires the incumbent to drive motorized vehicles. The need to lift, drag and push files, paper, and documents weighing up to 20 pounds is also required. Mental Demands While performing the duties of this class, the employee is regularly required to use oral and written communication skills; read and interpret data, information and documents; analyze and solve problems; observe and interpret data and situations; use math and mathematical reasoning; learn and apply new skills or information; perform highly detailed work on multiple concurrent tasks; work under changing and intensive deadlines with frequent interruptions; and interact with City officials, media, citizens groups, employees and others encountered in the course of work. Valid California Class C Driver's License and an acceptable driving record throughout the course of employment. (City employees are registered with the Department of Motor Vehicles, Employee Pull Notice Program.) Veteran's credit will amount to 10 points to be added to the interview score. Proof of honorable discharge must be submitted with the application materials in order to be eligible for veteran's credit.
