The Data Science Manager will ensure that the Health Care Authority (HCA) remains at the forefront of innovative analytic solutions and algorithm development, enabling informed decision-making and advancing the agency into the domains of prescriptive and cognitive analytics.
The Data Science Manager will:
Strengthen data literacy across all levels of HCA, providing tools that support HCA's goal of implementing innovative technology to deliver convenient, unparalleled access to services and information; Build and maintain relationships with cross departmental partners to advance collaborative analytics efforts that inform policy, reduce inequality, and promote equity across programs serving New Mexicans; Translate business needs into clear analytics and reporting requirements that provide leadership with the information necessary for effective decision making and workflow support; Foster informed risk taking and serve as a catalyst for innovation by generating practical, sustainable, and creative solutions that maximize existing resources and create departmental opportunities. Conduct large scale experimentation and develop data driven models that answer complex business questions; How does it get done? The Data Science Manager will serve as the department's lead expert, sharing best practices and approaches in statistics, data modeling, applied mathematics, quantitative research, and predictive analytics. The Data Science Manager is responsible for: Developing training programs on basic statistics and data analysis tools for new analysts and interested staff, further advancing the department's shift toward data driven decision making; Applying statistical analysis and visualization techniques including hierarchical clustering, t SNE, PCA, and other machine learning methods to extract meaningful insights from diverse datasets; Ensuring effective design and high-quality deliverables in the machine learning domain by developing machine learning and deep learning systems, conducting tests and experiments and implementing appropriate algorithms; Providing technical support for internal studies related to outcome evaluation, process and program implementation, needs assessments, performance measurement, feasibility analyses, ex-post/ex-ante studies, program monitoring and other analytical needs; Researching and implementing cutting edge machine learning, deep learning and artificial intelligence techniques and tools to enhance the efficiency and impact of data analysis. Who are the customers? The Health Care Authority (HCA) Strategy Team which includes the HCA Secretary, HCA Deputy Secretaries, Directors and CIO. Ideal Candidate The Health Care Authority (HCA) Strategy Team which includes the HCA Secretary, HCA Deputy Secretaries, Directors and CIO. Minimum Qualification Bachelor's degree in Business Administration, Science Technology, Engineering, and Mathematics (STEM), Computer Science, Data Science, Information Systems, Statistics, Physics, Economics, or related field and ten (10) years of combined experience in cloud engineering, cloud migration, data engineering, data integration, streaming data development, data warehousing, data curation, data analysis, design, storage, data protection and security, or related field. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling fourteen (14) years may substitute for the required education and experience. Employment Requirements Must possess and maintain a valid Driver's License. Must possess or obtain Defensive Driving Certificate.
