Inspector General Lucy Lang:
  • The Office of the New York State Inspector General ("NYSIG"), as established by Executive Law Article 4-A, is entrusted with the responsibility of receiving and investigating complaints of fraud, corruption, criminal activity, conflicts of interest, and abuse in executive branch agencies of New York State government.
Since June 2021, this includes complaints related to the New York State Gaming Commission.
  • The Office of the New York State Welfare Inspector General ("OWIG"), as established by section 74 of the Executive Law, is responsible for maintaining the integrity of New York State's public assistance programs; and
  • The Office of the New York State Workers' Compensation Fraud Inspector General ("WCFIG"), as established by section 136 of the Workers' Compensation Law, is responsible for investigating violations of the laws and regulations pertaining to the operation of the workers' compensation system.
OIG has office locations in Albany, Buffalo, Hauppauge, New York City, Suffern, and Syracuse. Job Description OIG is seeking a Director of Data Science (DDS) to lead the development of data-driven strategies to detect, prevent, and investigate fraud, abuse, corruption, and conflicts of interest across New York State government. The DDS will play a critical role in transforming OIG's ability to identify misconduct - further advancing the Inspector General's goal of better complimenting the agency's reactive investigations with more fulsome proactive detection and prevention - thereby strengthening oversight across New York State government. Working under the supervision of senior leadership, the DDS will design and implement analytical tools and methodologies to leverage large-scale datasets - including procurement records, payroll data, benefits claims, and other investigative materials - to proactively identify misconduct and enhance investigative effectiveness. This is a unique opportunity to build a modern oversight analytics function from the ground up in a mission-driven environment. Duties & Responsibilities
  • Work directly with the Inspector General and OIG senior leadership to develop and implement a data-driven patterns and intelligence program.
  • Lead development of an analytics program to support OIG's investigative and oversight functions by identifying and integrating datasets across multiple State agencies, including procurement, payroll, benefits, and complaint data.
  • Design and maintain data models, pipelines, and analytical frameworks to support fraud detection and risk identification.
  • Create and deploy risk indicators, anomaly detection tools, and rules-based alert systems, and conduct exploratory and targeted analyses to identify patterns of fraud, abuse, and misconduct.
  • Collaborate with staff to translate analytical findings into actionable investigative leads.
  • Develop dashboards, reports, and visualizations to demonstrate insights to executive leadership.
  • Establish data governance standards, including data quality, security, and documentation protocols and ensure analytical methods are transparent, explainable, and suitable for use in investigative and legal contexts.
  • Support the development of performance metrics and ROI frameworks to measure the impact of OIG's work, including deterrence.
  • Assist with the training of staff on the use of data tools and promote data literacy across OIG. Minimum QualificationsDuties & Responsibilities

  • Experience in fraud detection, risk analytics, auditing, or investigative environments.
  • Familiarity with government data systems, procurement processes, or public sector operations.
  • Proficiency with network analysis, anomaly detection, or machine learning techniques.
  • Experience with Microsoft Azure, Amazon AWS, and/or Google Cloud platforms.
  • Experience with API management platforms and system integrations.
  • Familiarity with cloud-based application development and deployment.
  • Understanding of data governance, privacy, and security best practices.

This is a Management Confidential position appointed by the Inspector General with an approved salary range of $93,659 - $118,388 (Grade M-1 equivalent), within which OIG seeks to hire, commensurate with experience.
