This role is ideal for a senior project and program leader who can bring structure, momentum, and strategic insight to complex data science programs that support biomedical research. You will serve as a trusted advisor to NIH leadership, helping guide scientific data initiatives from planning through execution while aligning work across stakeholders, technical teams, researchers, and executive leadership. The position requires strong independence, sound judgment, and the ability to manage priorities across science, technology, cost, schedule, and risk. What You'll Do - In this role, you will: Lead and coordinate complex scientific data science programs, including initiatives involving biomedical data, precision medicine, research repositories, and emerging public health priorities. Apply project and program management best practices, including PMBOK, Agile, SAFe, and
NIH EPLC
frameworks. Develop and maintain project plans, work breakdown structures, schedules, dashboards, RACI matrices, risk registers, and executive-level reporting. Facilitate Agile ceremonies and support modern software delivery practices, including DevSecOps metrics and pipeline coordination. Serve as a primary liaison among NIH leadership, scientific stakeholders, technical teams, and research program leaders. Drive initiatives from concept through implementation, including communications, training, stakeholder alignment, and change management. Analyze complex challenges involving technology, methodology, schedules, budgets, and program performance. Provide strategic recommendations related to data science, machine learning, artificial intelligence, large language models, and emerging technology adoption. Support evaluation and implementation of commercial and custom-developed technology solutions. Identify opportunities to improve operational efficiency and strengthen program delivery. Required Qualifications - Candidates must meet the following minimum requirements: Master's degree or higher in Data Science, Computer Science, Bioinformatics, Public Health, Health Informatics, Genomics, other -omics disciplines, or a related field. At least 10 years of experience managing complex scientific, research, or R D programs. At least 7 years of program management experience supporting complex scientific or R D programs. At least 7 years of experience across a combination of at least two of the following areas: data science; machine learning, artificial intelligence, or large language models; computer science or bioinformatics; genomics or other -omics disciplines; health informatics or electronic health records. U.S. citizenship or legal permanent residency. Ability to obtain and maintain a Public Trust clearance. Proficiency with Microsoft Office, MS Project, and Smartsheet. Strong written and verbal communication skills, including experience preparing and delivering executive-level briefings. Preferred Strengths - The strongest candidates will bring: Direct familiarity with NHLBI scientific data programs and systems, especially BioData Catalyst, TOPMed, BioLINCC, and RECOVER. Familiarity with federal IT governance, reporting, and compliance environments. Experience managing interdisciplinary teams across science, technology, operations, and policy. Ability to work independently while maintaining a collaborative, customer-focused approach. Strong executive presence and the ability to translate complex technical topics for diverse audiences. Work Environment This is a hybrid role supporting NIH. Work will be primarily remote, with onsite support expected at least one day per week in Bethesda, Maryland. Remote work requires availability during core business hours of 9:00 AM to 3:00 PM Eastern Time.
