The Manager V is selected by and reports to the Director of Eligibility and Utilization Reporting, within the Office of Data, Analytics and Performance (DAP). Performs highly advanced (senior-level) management work overseeing the daily operations and activities of the Community Services team within DAP. Work involves establishing and implementing strategic goals and objectives, standards and processes; establishing metrics and conducting assessments for monitoring and reporting compliance for all team activities. Coordinates and evaluates program activities and strategies for more effective data dissemination activities; conducting analyses and reporting of resulting data; analyzing information systems for data quality; and determining methods for data extraction and reporting. Duties also include serving on workgroups and committees to coordinate and develop health and human services policy standards related to data dissemination, data quality and reporting. Plans, assigns, and supervises the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. Essential Job Functions (EJFs): EJF (25%) 1. Oversees the development and implementation of program strategic goals and objectives, standards and processes and establishing of metrics and assessments monitoring reporting compliance to improve data reporting and analyses for the Community Services team. Evaluates existing policies and procedures, and recommends new policies or changes as needed. Oversees the design and implementation of analytical studies and trend analysis for reporting. Oversees the development of technical policies, procedures, manuals and standards for the teams. Oversees analysis, implementation, and documentation of existing policies and procedures, and recommends changes as needed. Reports and presents recommendations for the development and improvement of data management and performance standards, program improvement, and data dissemination related processes. EJF (20%) 2. Oversees the development, implementation, and evaluation of effectiveness of methods for monitoring and ensuring all data dissemination activities comply with the established strategic goals, guidelines, standards, and best practices. Oversees the development and implementation of effective techniques for evaluating and reporting on agency programs, and provides guidance to staff in the development and integration of new methods and procedures for evaluating and reporting on agency programs. Oversees development and implementation of effective techniques for evaluating existing data systems and applications, and recommends enhancements or development of new systems or applications as needed. Collaborates with DAP Data Management in the planning and design of system enhancements. EJF (25%) 3. Oversees preparation and timely completion of weekly, monthly, quarterly, and annual reports, as well as numerous ad-hoc queries, reports, and other deliverables, and recommends appropriate changes and improvements. Conducts analyses and prepares reports as needed to ensure requested deadlines are met. Oversees responses to requests for information from executive management, HHS programs, and other stakeholders. Oversees responses to legislative requests for data, and ensures timely input is provided for bill analyses during the legislative session. Oversees compliance with reporting requirements and development of reports required for compliance with agency settlement agreements and federal monitoring requirements. EJF (15%) 4. In collaboration with DAP Data Management, oversees and plans compliance with policies, procedures, regulations and statutes related to data integrity and confidentiality, and takes corrective action as needed. Oversees the planning and preparation of studies and analyses of operations and problems related to data systems and the reporting of findings and recommendations. EJF (15%) 5. Serves as the manager to and plans, assigns, monitors and oversees the work of the Community Services team. Ensures coordination and collaboration of unit activities with HHSC programs, governmental agencies, stakeholder organizations, researchers, and other members of DAP. Oversees the coordination and participation in special assignments and projects relating to information systems and data collection. Performs other duties necessary to achieve the mission of DAP. Knowledge, Skills and Abilities (KSAs): Knowledge of local, state, and federal laws and regulations. Knowledge of programs, and services provided by HHS agencies. Knowledge of data systems and applications used by HHS agencies. Knowledge of strategic planning, performance budgeting, and the Legislative Appropriations Request process. Knowledge of database design, querying and reporting tools. Skill in using SAS, SPSS or other statistical software. Skill in using Excel or other spreadsheet software. Skill in using SQL or other database management software. Skill in effective oversight to include planning, development and implementation of systems and processes. Skill in communicating with all levels of staff with varying degrees of technical knowledge. Ability to direct, manage, coordinate and organize department activities; and establish goals and objectives that support the department's goals and objectives. Ability to analyze legislation, and respond to legislative requests for information in a timely manner. Ability to devise solutions to administrative, operational and technical problems. Ability to establish and maintain effective working relationships with all levels of staff. Ability to prepare concise reports. Ability to review, analyze, and execute organizational plans. Ability to communicate effectively and professionally both orally and in writing. Ability to analyze complex data systems and issues and develop enhancements or recommendations for improvement. Ability to research, develop and evaluate policies, processes and procedures, and to implement them. Ability to provide excellent customer service and demonstrate diplomacy in dealings with others. Registrations, Licensure Requirements or Certifications:
N/A Initial Screening Criteria:
A minimum of four years college level education or graduation from an accredited college or university in social and behavioral sciences, natural sciences, or related field. Master's degree or higher preferred. Four or more years work experience preferred with collection, analyses, and/or dissemination of Medicaid, CHIP, SNAP, or TANF data. College level education and work experience may substitute for each other, up to four years. Understanding of large and complex data bases and systems. Experience coordinating the work of others.
