This role supports SSA in establishing and operationalizing AI governance policies that align with Agency and Federal direction, documenting acceptable uses of AI, assisting with AI policy and inventory attestations, and developing processes that assure compliance with AI policies and procedures. The position also leads and coordinates bias assessment and mitigation activities for SSA AI use cases, including evaluation of race and ethnicity data, assessment of legacy AI systems for bias, collaboration with system owners to remediate or rebuild models, comparison of legacy and bias-mitigated models, and preparation of supporting documentation, executive materials, and standard operating procedures.
Key Responsibilities:
- Develop and implement AI governance policies and procedures that align with SSA and Federal Government direction on AI.
- Document acceptable uses of AI within SSA, including considerations for ethics, transparency, fairness, accountability, and related responsible AI principles.
- Assist SSA in creating, understanding, and completing attestation forms related to AI policy and AI inventory requirements.
- Facilitate the creation, interpretation, communication, and enforcement of AI policies that address bias concerns and support legal and regulatory compliance.
- Develop and implement processes that assure Agency compliance with AI policies and procedures.
- Support secure AI governance practices, including policy considerations related to data privacy, cyber risk, access controls, and compliance requirements.
- Support development of implementation frameworks for AI governance, including governance controls related to AI systems, security, data handling, incident response, and MLOps-informed practices.
- Integrate AI governance policies with existing SSA governance frameworks, mission needs, and enterprise policies.
- Lead or support bias assessment and mitigation activities for SSA AI use cases.
- Examine SSA race and ethnicity data for consistency and completeness and evaluate its utility in bias mitigation strategies in coordination with ORES and OCREO.
- Assess identified legacy AI systems for bias and develop appropriate mitigation approaches in collaboration with system owners and stakeholders.
- Coordinate remediation or rebuild efforts for biased models and support transition to bias-mitigated, equity-advancing models.
- Compare legacy and bias-mitigated models for performance, accuracy, fairness, and achievement of business objectives.
- Support refinement and adjustment of models until sufficient bias mitigation and acceptable performance are achieved.
- Support decommissioning of legacy models and transition of updated models to production once governance and performance thresholds are met.
- Prepare summary documents of findings, methodologies, and recommendations; support publication of code to agency repositories; and prepare standard operating procedures for future bias mitigation use cases.
- Prepare weekly status reports, technical documents, executive briefings, presentations, and reports to fulfill Work Activity objectives.
Required Qualifications:
- Bachelor's degree in Public Policy, Data Science, Computer Science, Information Systems, Artificial Intelligence, Business, or a related field, with 8+ years of relevant experience in AI program management, AI governance, responsible AI, policy development, bias mitigation, data governance, or model risk/compliance oversight; or a master's degree with 5+ years of relevant experience.
- Experience developing and implementing AI governance policies, standards, procedures, or compliance processes in a federal or highly regulated environment.
- Experience with responsible AI principles, including fairness, transparency, accountability, explainability, and bias mitigation.
- Experience evaluating AI/ML systems for bias and supporting mitigation, remediation, or governance actions.
- Knowledge of legal and regulatory considerations related to AI, privacy, ethics, accountability, and use of automated decision systems.
- Experience supporting AI inventory, policy attestation, audit response, data calls, or executive governance activities.
- Understanding of the AI lifecycle, governance frameworks, and MLOps-related controls.
- Experience preparing technical documentation, executive communications, reports, and standard operating procedures.
- Strong analytical, stakeholder coordination, facilitation, and communication skills across business, policy, and technical audiences.
- Experience collaborating with data scientists, model owners, legal/compliance stakeholders, and executive leadership.
- Experience using Microsoft Office Suite, SharePoint, Confluence, and workflow or work management tools.
- Must be able to obtain and maintain a Public Trust.
