This role collaborates with stakeholders to ensure data integrity and data standards alignment, develop testing plans, support end-to-end testing, and promote Agile and requirements-driven practices. The analyst also contributes to change impact analysis, helps prepare end users for new digital solutions, and supports enterprise-wide asset management practices. This recruitment will be used to fill one Term Limited Temporary/Special Duty Assignment position, expected to last up to 2 years. In addition, this selection process may be used to generate an eligibility pool for future career service, term limited temporary, and special duty assignment vacancies that may occur in this classification within this workgroup. The eligibility pool will be retained for 12 months from the date of posting and may be used at the discretion of the hiring authority. For Special Duty Assignment interest, you must be a Career Service, Career Service Exempt, or other regular (non-temporary) employee in King County who has completed probation in your current position. You must have supervisor approval before taking a Special Duty Assignment. Job Duties Applying equity and social justice principles is a daily responsibility and a foundational expectation for all King County employees. As the Enterprise Asset Management Solution (EAMS) - Senior Business Analyst , you are expected to model and apply equity and social justice shared values, behaviors, and practices across all of the job duties such as: Work with the business managers, sponsors and representatives within teams to analyze business needs and identify the best solutions for those needs. Represent data requirements using alternative views, such as analysis models, prototypes, or scenarios to guide solution finding Assist the Metro Data Workstream Lead with the analysis and verification of data requirements for Metro's Enterprise Asset Management Solution (EAMS), employing methods such as interviews, document reviews, workshops, storyboards, surveys, site visits, business process analysis, use cases, scenarios, event mapping, and competitive product evaluations. Assist in leading the data reconciliation process by working with internal stakeholders and external consultants to ensure data integrity and high quality prior to data migration. Participate in the development of asset data standard, acceptance criteria, and testing cases for data workstream. Ensure data testing cases can be used effectively by subject matter experts and understood by individuals without a technical background. Develop testing plans for end users and collaborate with QA to support end to end testing. Set client expectations and educate stakeholders on the benefits of a defined requirements process and/or a Scrum/Agile approach. Proactively initiate the development of alternative service delivery solutions to business challenges based on processes and information technology standards adopted at the enterprise level. Assist in conducting change impact analysis by identifying key stakeholders and assessing the level of change key stakeholders are experiencing. Apply appropriate change levers to ensure that end users are ready to adopt digital information solutions. Contribute to the Asset Management Community of Practice. Perform other duties as assigned. Experience, Qualifications, Knowledge, Skills Five (5) or more years of relevant technical business analyst experience OR Any combination of relevant experience/education/training that provides the required knowledge, skills, and abilities to perform the work. Demonstrated experience in the business analyst role supporting software development projects and business solutions. Ability to quickly adapt and learn new concepts, processes, and technologies. Demonstrated experience leading analysis efforts directly with the business (e.g. in an Asset Management consultant capacity). Skill in documenting requirements at both a strategic and tactical level. Strong commitment to customer service. Skill in using data and information to assess and understand issues, evaluate options, form accurate conclusions, and make decisions. Excellent verbal and written communication skills and the ability to interact professionally with a diverse group such as executives, managers, and subject matter experts. Skill in conveying technical information to non-technical users. Skill in aligning technical solutions and features to requirements and tracing/monitoring the fulfillment of requirements. Skill in effectively organizing multiple assignments, sometimes of a difficult nature or involving competing priorities, to produce work products that are accurate, thorough, and on time. Skill in using MS Office 365 suite, SQL, Power BI, Visio, Enterprise Asset Management System, and Azure DevOps. Highly competitive candidates will also have: Experience leading complex enterprise asset management implementations Experience in working with matrixed workgroups and individuals at all levels within a large organization Skill in researching strategic issues, providing analysis, problem solving and recommending emerging technologies. Ability to facilitate discussions using techniques that help group members discover and develop insights and remain engaged with the task. Expertise in facilitation, documentation, solution modeling, business problem definition, and analysis approach development. Advanced knowledge of asset data standards and leading Asset Management practices Strong information technology knowledge, with particular emphasis on databases, Azure DevOps, SQL Server Management Studio, Python, Excel spreadsheets, and reporting Ability to synthesize complex information from different sources, prepare clear and concise summary materials and communicate technical information to non-technical audiences Knowledge of ArcGIS and be able to coordinate with GIS professionals to ensure successful delivery of asset geospatial data, assist with information exchange between GIS and Enterprise Asset Management System Knowledge and skill in the application of statistical analysis for the identification of benchmarks, KPI's, trends, and anomalies Knowledge of leading industry practices for organizational asset management programs, including
ISO 55000

The main work site for this position is King Street Center, 201 S Jackson St., Seattle, WA 98104. The team works in a hybrid model, with days in the office as well as telecommuting. Currently, employees are required to be in the office a minimum of two day per week. The ratio of remote to onsite work is subject to change depending on business needs. Employees have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
