The Department of Natural Resources (DNR) has exciting opportunities within our Enterprise Performance and Project Management Office for multiple Management Analyst 5 positions. The DNR's Enterprise Performance and Project Management Office (EPPMO) is seeking skilled and energetic individuals to develop and maintain frameworks around business process mapping, analysis, and transformation. These Management Analyst 5 positions, including the Enterprise Business Analyst and the Workday Business Specialist, serve as consultants to management related to health, performance, and status of implementing agency strategic initiatives, utilizing process improvement and standard work in support of its goals and mission. They lead cross-functional teams to facilitate business process analysis, identify gaps to optimize and standardize, and provide recommendations for bridging these gaps. They establish structure, tools, and templates for driving cohesive transformation for how business processes are executed. Fluency in basic financial language and accounting principles, business analysis, flexibility, and the ability to embrace challenges and change, and organizing multiple assignments and deliverables simultaneously, are important competencies for success in these roles.Responsibilities:
Establish positive and productive rapport with DNR employees at all levels Lead the EPPMO in business process analysis and documentation Develop comprehensive business requirements Develop cross-functional flow charts Develop training, learning, and reference materials Align Business Requirements with Workday system functionality related to Core Financials (including but not limited to Accounts Payable, Accounts Receivable, Allocations, Banking, Financial Accounting, and/or Asset Management) Human Capital Management Budget Procurement Expanded Financials Lead and oversee business transformation and process improvement activities Work with project teams to transform and standardize business processes and practices Ensure seamless integration of business processes with new information technology systems Lead and coordinate 30-60-90 day performance reviews of standardized and improved processes to ensure desired outcomes are achieved, and lead adjustments as needed when those are not achieved Work with operational and policy leaders to develop performance measures Establish a performance reporting framework Produce and maintain complex reports and dashboards related to agency initiatives and performance for use by diverse groups of staff, management, the public, and other governmental entities Assist the EPPMO in developing and implementing agency standards for business transformation and process improvement activitiesRequired Qualifications:
Bachelor's degree in public administration, technology, business administration, or a closely related field AND (2) two years of experience in business analysis and developing requirements, process improvement, and/or performance management; OR an equivalent combination of education and/or experience. Experience in at least two of the following areas: business analysis and requirements development continuous improvement organizational change management project management performance measurement/management preparing and presenting effective and accurate analysis, narrative, statistical, and graphical reports Experience using schedules, timelines, and other graphics to report status and stay on track. Experience creating tools and templates, reference material, work plans, proposals, briefings, and training. Experience creating, establishing, monitoring, and measuring work plans and working with others to enhance and enable work plan implementation. Experience breaking down, sorting, and synthesizing information, identifying trends and key themes, forming accurate conclusions and displaying them through charts and graphics, and developing appropriate action steps and recommendations.Required Competencies:

Standard office environment with an open/low wall environment. Some bending/lifting/reaching to set up and take down workshops. Occasional travel to other DNR locations and state agencies may occur quarterly. Travel may be necessary in inclement weather, depending on the time of year.Desired Qualifications:
Bachelor's degree in public administration, technology, business administration, or a closely related field; OR an equivalent combination of education and/or experience. (5) five years of experience in two or more of the following areas: business analysis and requirements development continuous improvement organizational change management project management performance measurement/management preparing and presenting effective and accurate analysis, narrative, statistical, and graphical reports. Business analysis, continuous improvement, and/or project management training and certification. Advanced skill level/proficiency with Visio, Microsoft Word, Excel, PowerPoint, and Power BI. Advanced skill level/proficiency with design, build, and administration of project libraries, lists, and toolkit platforms such as Microsoft SharePoint.
