at State of Delaware in Dover, Delaware, United States Job Description The Department of Technology and Information Chief Technology Officer (CTO) is responsible for aligning technology vision with business strategies, goals, and objectives in collaboration with the Chief Information Officer and DTI Senior Management team. The CTO has day-to-day responsibility for enterprise architecture, innovation, data management, project management, and applications delivery. Job Requirements for Chief Technology Officer (CTO) Applicants must have education, training and/or experience demonstrating competence in each of the following areas: Possess a minimum of twelve years of experience in operations management, which includes planning, directing, coordinating, controlling, and evaluating operations typically through subordinate managers and supervisors Possess a minimum of twelve years of experience in personnel management which includes planning, assigning, reviewing, and evaluating the work of others Possess a minimum of twelve years of experience in information technology project management, including planning, scheduling, staffing, coordinating, controlling, monitoring, evaluating, and reporting on on-going projects' status Possess a minimum of twelve years of experience in budget management and control, which includes managing a budget to keep expenditures within the limitations of available appropriations and revenue Possess a minimum of twelve years of strategic planning experience, such as planning and mapping a path between the present and the future of a division or agency Possess a minimum of one year of experience working with Microsoft Office applications and virtual meeting tools Selective Requirements must be met in addition to the job requirements. Applicants who do not possess the selective requirement will not be qualified. Possession of a Bachelor's degree in Computer Science, Information Technology, Telecommunications, Engineering, Networks, Security, I/T Discipline or a related field. Possess a minimum 12 years of combined technology team leadership experience in application development, project management, business analysis, and software quality assurance. Applicants who do not possess the preferred qualification will still be eligible to compete for this position if job requirements are met. Possession of a Master's degree is preferred, with emphasis in Computer Science, Information Technology, Telecommunications, Engineering, Networks, Security, I/T Discipline or a related field.
