MNIT DOC
team runs many unique applications that manage the information and security of the department, supporting 4,500 employees across 10 prisons and 50 field offices located throughout the state. Job Summary This position will provide executive leadership, strategic direction, and operational oversight for one or more MNIT agency-based offices, partnering closely with agency leadership to align technology services with business goals, MNIT strategic priorities, and the operational needs of the Minnesota Department of Corrections (MNIT DOC), the Cannabis Expungement Board (CEB), the Ombuds for Corrections (OBFC), and the Clemency Review Commission (CRC). Serving as the senior IT executive for the assigned agency areas, the role drives IT planning, service delivery, governance, financial management, security compliance, and organizational culture while ensuring technology solutions effectively support agency operations and long-term objectives. The position serves as the primary IT business partner and strategist for MNIT Department of Corrections, the Cannabis Expungement Board, the Ombuds for Corrections, and the Clemency Review Commission, collaborating with executive leadership to develop technology strategies, manage IT budgets and service levels, oversee business applications and operations, and ensure compliance with state and federal regulatory requirements. The role also leads agency-based IT staff, manages vendor relationships, supports modernization and cloud initiatives, and works across MNIT and agency leadership teams to deliver secure, efficient, and innovative technology solutions that advance public service outcome. This position requires an employee to be onsite at 1450 Energy Park Dr, Suite 200, St Paul, Minnesota at least 50% of the time, with some opportunity to perform work from a telework location. Telework for Minnesota IT Services is available on a limited basis. Employees will be required to meet current telework eligibility requirements. Qualifications Minimum Qualifications To qualify, candidates must clearly show all of the following qualifications in their resume. Resume tips available here : Position requires a minimum of ten (10) years of experience in a business or an IT leadership role with responsibilities including customer relationship management, development and implementation of business and IT strategy, and leadership of IT projects, operations, and financial planning.
Experience must include:
Five (5) years of supervisory or managerial experience. Experience managing IT staff, operating budgets, strategic planning, vendor relationships, contracts, and technology governance. Demonstrated experience overseeing enterprise systems, infrastructure, networks, applications, data platforms, cybersecurity, and IT service delivery to align agency-level technology strategy with enterprise IT standards and statewide architectures to support mission critical outcomes. Demonstrated ability to provide visionary and strategic leadership. Demonstrated ability to communicate clearly and effectively to foster mutual understanding, advising executive leadership and translating complex technical, operational, and security issues for nontechnical decision-makers. Preferred Qualifications Experience leading and supporting IT in a public-sector correctional facility operations, state prison systems, community supervision, or criminal justice information systems 24/7 mission critical environment Experience with public-sector budgeting, procurement, legislative processes, fiscal notes, enterprise governance, records retention, accessibility, and data practices requirements. Experience leading large-scale modernization efforts, including enterprise application replacement, cloud migration, cyber security uplift, identity and access management, or legacy-system retirement. Experience managing multimillion-dollar IT portfolios and projects including planning, design, resourcing, procurement or development, maintenance and operations, vendors, contracts, and outsourced or shared-service technology arrangements.
