Org. Setting and ReportingThis position is located in the Operations Support Division, Office of Information and Communications Technology (OICT). The incumbent reports to the Chief, Regional Service Management Service. ResponsibilitiesWithin delegated authority, the incumbent will be responsible for the following duties:
- Conceptualizes, develops strategies for and oversees the design and implementation of major systems initiatives related to broadcast, audiovisual, hybrid meeting and conferencing support services; manages/oversees multiple, concurrent and often disparate tasks for projects that often involve innovative applications, dissimilar systems, broadcast production environments, media asset management systems, as well as databases and highly complex system integration and linkages.
- Provides authoritative technical and policy advice to senior managers on broadcast, conferencing, audiovisual, and digital media systems development in a changing business environment and the implications of various alternatives, applications and other related issues; identifies and plans for future needs; develops and disseminates best practices.
- Leads and directs a specialized team supporting broadcast engineering, conference operations and audiovisual services; may oversee activities for a discrete work section or equivalent; plans and allocates work assignments; coaches, mentors, and evaluates staff; participates in recruitment and selection of new staff and in the development of training programs.
- Manages procurements, including conducting needs assessments and benchmarks, preparing bid documents and arranging contracts; supervises, coordinates and negotiates the services required to enable the management and operation of interdependent administrative, financial, human resources and other information systems.
- Develops and monitors performance measures; ensures that projects meet established time and cost parameters and standards of technical quality.
- Sets up, controls and oversees technical support services related to broadcast infrastructure and conferencing systems.
- Prepares and monitors the budget, work program, and spending plan.
- Develops innovative solutions to resolve intricate problems that impact a critical area of the organization's work.
- Ensures the development of standards, procedures and practices to ensure a stable and effective systems environment.

EducationAn advanced university degree (Master's degree or equivalent) in computer science, information systems, broadcast engineering, telecommunications, audio visual engineering, media technology or related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree in the specified fields. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage. Job - Specific QualificationITIL certification is required. Certification in project management is required. Relevant professional certifications in broadcast, and audio-visual systems are desirable. Work ExperienceA minimum of ten years of progressively responsible experience in managing, supporting, and planning, information and communication technology services, including broadcast and conferencing infrastructure and systems is required. Experience in overseeing initiatives that spans ICT, broadcast and audiovisual domains is required. Experience in leading multidisciplinary technology teams is required. Experience in supporting high-level international meetings, parliamentary processes or large intergovernmental conferences is required. Experience in data analytics is desirable.
