Job Description
The Chief Transformation Officer (CTrO) serves as the County's executive leader for enterprise transformation, performance improvement, digital service modernization, and data-informed operational decision-making. Reporting to the Deputy Chief Operating Officer, the CTrO leads the Office of Innovation, Strategy & Performance (OISP) and oversees the delivery of major cross-department initiatives, service redesign, performance management, strategic planning, and analytics functions. Reporting Structure The Chief Transformation Officer reports to the Deputy Chief Operating Officer and serves as the senior executive responsible for enterprise transformation, innovation, and performance across the County. Key Responsibilities Lead the County's enterprise transformation agenda aligned with Commissioners' and executive priorities. Provide strategic direction for OISP, integrating strategy, data, and delivery functions. Oversee performance management, strategic planning, and evidence-based budgeting alignment. Lead enterprise innovation, service redesign, and digital service delivery initiatives. Champion human-centered and resident-centered approaches to government. Partner with the CIO on digital enablement, data infrastructure, cybersecurity, and AI implementation. Lead non-technical AI governance, responsible use frameworks, and use-case prioritization. Oversee analytics, GIS, and data-driven insights supporting decision-making. Serve as a senior advisor to the DCOO, COO, CFO, County Solicitor, and Commissioners. Build organizational capacity for change, innovation, and continuous improvement. Leadership & Management Directly oversee leadership within the Office of Innovation, Strategy and Performance. Establish clear operating rhythms, governance, and accountability across OISP. Foster a collaborative, inclusive, and learning-oriented culture. Develop internal talent and support career growth pathways. Ensure alignment and coordination across departments and with external partners. Required Qualifications & Competencies Demonstrated experience leading complex organizational or enterprise transformation. Strong understanding of public-sector operations, strategy, performance, and analytics. Experience with innovation, service design, or digital transformation. Exceptional communication, facilitation, and executive presence. Ability to lead multidisciplinary teams and influence across organizational boundaries. Strategic thinker with strong operational judgment. Commitment to equity, accessibility, and resident-centered service delivery.
