Knowledge, Skills & Abilities:

Knowledge of a wide range of qualitive and/or quantitive methods for the assessment and improvement of plans and programs. Knowledge of the Department of Defense Planning, Programming, and Budgeting System (PPBS) and policy, procedures, and schedules for developing Program Objectives Memoranda (POM), Budget Estime Submissions (BES) and Financial Plans in support of major war, mobilizion, and other contingency and operional plans as well as methods for developing budget forecasts, cost projections, financial exhibits, unfunded requirements justificions, POM narrives, offsets and disconnects, reclamas, and issue papers. Knowledge of military service program goals and objectives, the sequence and timing of key operional events and milestones, and methods of evaluing the effectiveness of planning actions as reled to actual events. Skill in designing and conducting comprehensive studies and preparing solutions to especially broad, important, and severe military operional and contingency areas. Ability to plan and organize studies or projects and to negotie effectively with management to accept and implement recommendions, where proposals involve substantial resources, and require extensive changes in established concepts and procedures. Requirements Help Conditions of employment Must be a U.S Citizen. Must be able to obtain and maintain a Top-Secret, Sensitive Compartmented Informion (SCI) Security Clearance. A nondisclosure agreement must be signed. This position is designed as a Testing Designed Position (TDP) under the Air Force Civilian Drug Testing Program. Space (e.g. doctrine or stregy), cyber, and/or intelligence operions experience is highly desirable. Eligible for situional telework only, including Emergency and OPM prescribed "Unscheduled Telework". This position will close after 5 business days or 75 applicions, whichever comes first. PCS / relocion funding is not authorized. Subject to Temporary Duty Assignment (TDY): 15 days a year.
