In this position, you will influence enterprise-level decisions across mission areas such as Space Domain Awareness, Space Protection, ISR, MILSATCOM, PNT, Space Test & Training, Launch & Range Operations, and Multi-Domain Warfare. You will help craft Space Force inputs to the PDM, FYDP, DPRB, BAR, and BES, ensuring our programs are aligned with strategic priorities, fiscal realities, and emerging operational demands. Your analytical insight will shape the alternatives presented to senior leaders and directly impact how the Space Force postures itself for the future fight.
Ideal Candidate:
The ideal candidate is a seasoned professional with deep military space operations expertise and a demonstrated ability to translate strategic guidance into executable, long-range plans and programs. They possess extensive experience developing, analyzing, and evaluating enterprise-level strategies across mission areas such as Space Domain Awareness, Space Protection, ISR, MILSATCOM, PNT, Space Test & Training, Launch & Range Operations, and Multi-Domain Integration. The candidate is adept at shaping Space Force inputs to senior-level decision forums-including the PDM, FYDP, DPRB, BAR, and BES-and has a proven record of applying advanced analytical and evaluative skills to generate viable, fiscally informed alternatives for senior leadership.
Knowledge, Skills & Abilities:
Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of plans and programs. Knowledge of the Department of Defense Planning, Programming, and Budgeting System (PPBS) and policy, procedures, and schedules for developing Program Objectives Memoranda (POM), Budget Estimate Submissions (BES) and Financial Plans in support of major war, mobilization, and other contingency and operational plans as well as methods for developing budget forecasts, cost projections, financial exhibits, unfunded requirements justifications, POM narratives, offsets and disconnects, reclamas, and issue papers. Knowledge of military service program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. Skill in designing and conducting comprehensive studies and preparing solutions to especially broad, important, and severe military operational and contingency areas. Ability to plan and organize studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures. Requirements Conditions of employment Must be a U.S Citizen. Must be able to obtain and maintain a Top-Secret, Sensitive Compartmented Information (SCI) Security Clearance. A nondisclosure agreement must be signed. This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Space (e.g. doctrine or strategy), cyber, and/or intelligence operations experience is highly desirable. Eligible for situational telework only, including Emergency and OPM prescribed "Unscheduled Telework". This position will close after 5 business days or 75 applications, whichever comes first. PCS / relocation funding is not authorized. Subject to Temporary Duty Assignment (TDY): 15 days a year. Employee may be required to perform travel by military or commercial passenger aircraft in the performance of temporary duty assignments. A permanent basing decision for

is still pending and may require this position to be relocated based upon that decision, as applicable.
