Credence has an immediate need for a Program Analyst to support the Army Positioning, Navigation and Timing (PM PNT) System Engineering and Technical Assistance (SETA) Program at Aberdeen Proving Ground (APG), Maryland. The PM PNT provides administrative, business management, programmatic contracting, information technology (IT), program management, engineering, logistics, test and evaluation (T&E), training, operations, security, technology protection, foreign military sales, and acquisition and strategic planning services to the Army director PNT systems. Responsibilities include, but are not limited to the duties listed below: Independently develop, review, and provide recommendations for classified and unclassified PM PNT products, including program objectives, Integrated Master Schedules (IMS), budget requests, requirements analyse, acquisition strategies, schedules, program documentation, briefings, business case analyses, acquisition planning artifacts, policy implementation, and milestone objective execution. Develop, review, and contribute to acquisition and milestone documentation supporting PM PNT product processes under established guidance. Plan, coordinate, evaluate, and report financial, programmatic, and technical issues related to planning, programming, budgeting, and funding excursions for assigned systems and product lines. Prepare objective, datadriven analyses for planning and budget documentation to assess resourcing, costing, schedule performance, and milestone execution, and to support program and project defense activities. Prepare for, attend, and actively support PM PNT program meetings, including Integrated Product Teams (IPTs); milestone decision reviews; contractor reviews; POM reviews; platform and client meetings; Program Management Reviews (PMRs); Quarterly Program Reviews (QPRs); Technology Readiness Assessment (TRA) reviews; and budget reviews. Document meeting proceedings, develop Records of Meeting and Minutes, and provide actionable recommendations in accordance with
CDRL A010.
Review, update, and maintain program documentation supporting the acquisition lifecycle and longrange PM PNT program planning. Develop and maintain programlevel acquisition documentation in compliance with applicable laws, regulations, directives, and policies, including U.S. Code Title 10, DFAS Manual 37100, DoDD 5000.01, DoDI 5000.02, and AR 701. Documentation may include Acquisition Strategies, Acquisition Program Baselines (APBs), and Acquisition Decision Memorandums (ADMs). Assist in the development of short and longrange program financial plans and provide recommendations to leadership on funding strategies and execution risks. Identify, prepare, review, and track recommended updates to PM PNT acquisition policies and procedures to address new or evolving requirements issued by OSD and ASA(ALT). Provide inputs, updates, corrections, and schedule estimates at IPTs and working groups related to IMS development, PM PNT reports and seniorlevel briefings, and program and product reviews, including pre and postreview activities. Education, Requirements and Qualifications:
An active DoD Secret security clearance is required for consideration. Bachelor's degree in business, management, engineering, finance, or a related discipline. Minimum of five (5) years of experience supporting DoD or Army acquisition programs in program analysis, budgeting, scheduling, or PPBErelated functions. Working knowledge of the Planning, Programming, Budgeting, and Execution (PPBE) process, including schedules, actions, and documentation requirements. Working understanding of Army and Army Sustainment Command planning and execution systems. Experience using DoD/Army financial and acquisition systems such as: Program Optimization & Budget Execution (cPROBE) Comprehensive Cost and Requirement System (CCAR) General Fund Enterprise Business System (GFEBS) Procurement Backup Books (PForms) Research, Development, Test and Evaluation Descriptive Summaries (RDT&E) or Descriptive Summaries (RForms). Proficient in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook), with demonstrated experience preparing briefings and analytical products for government leadership. Demonstrated ability to work independently on assigned tasks while coordinating with senior analysts and government stakeholders. Strong analytical, organizational, and written communication skills, with experience supporting seniorlevel reviews and decision forums. Ability to manage multiple tasks in a fastpaced acquisition environment with minimal supervision. Working Conditions and Physical Requirements This position may require up to 25% travel in and out of the contiguous US. This job is onsite in Aberdeen Proving Grounds, MD.
