Job Description Description:
Onsite in Aberdeen Proving Ground, MD Our client seeks a Program Analyst to support Army PPBE, POM, and SPAR activities, develop budget justifications, and build APBB materials. The role will manage spend plans and execution reporting using PMRT modules including CCaR, PPMT, PDAA, PMRT Enterprise, and P&R Forms. The analyst will coordinate with Program Managers, PEOs, DA staff, other services, and industry to deliver program planning, evaluation, acquisition documentation, and cost and contractor performance measurement across the program life cycle. The position requires independent execution of analytical tasks and adherence to Army procedures. Due to federal security clearance requirements, applicant must be a United States Citizen with an active Secret clearance. This is a contract to hire opportunity. Applicants must be willing and able to work on a w2 basis and convert to FTE following contract duration. $65.00 to $75.00/hr. w2
Responsibilities:
Provide program analysis across Planning, Programming, Budgeting and Execution (PPBE), Program Objective Memorandum (POM), and Strategic Portfolio Analysis Review (SPAR). Prepare
POM/SPAR
briefing charts and Congressional Justification materials for President's Budget (PB) and Budget Estimate Submission (BES). Organize, support, and update briefings and forms for Army Program Budget Briefings (APBB) and P&R forms. Develop and maintain spend plans for PM TN programs using required government tools and databases. Monitor and report on execution and record transactions. Update and maintain business, technical, acquisition, and financial data in PMRT using all required modules. Prepare responses to data calls from higher Army headquarters. Coordinate with Program Managers, other PEOs, DA staff, other services, and industry throughout project life cycles. Apply expert knowledge of program planning, evaluation, and Army missions, goals, and objectives. Prepare, coordinate, and review plans, schedules, and milestones. Organize, schedule, and assist in administering meetings to address program issues. Prepare DoD programmatic reporting requirements, acquisition documentation, milestone decision documentation, and manage spend plans. Support program planning, evaluation, financial management, cost analysis, and contractor performance measurement.
Experience Requirements:
Minimum seven years supporting PPBE, POM, SPAR, President's Budget Submission P&R forms, BES P&R forms, PMRT, and CCaR in a program analyst role. Experience must be within a DoD PEO, O6-level Project Manager, or O5-level Product Manager environment. Hands-on proficiency with PMRT modules, including CCaR, PPMT, PDAA, PMRT Enterprise, and US Army P&R Forms Application. Demonstrated ability to develop spend plans, track execution, and produce briefings for APBB and Congressional Justifications. Proven coordination with Program Managers, PEOs, DA staff, other services, and industry. Experience preparing DoD programmatic and acquisition documentation and milestone decision artifacts. Ability to work independently, select appropriate analytical methods, and deliver accurate, compliant outputs. Certified Defense Financial Manager (CDFM) by ASMC (preferred).
Education Requirements:
Bachelor's degree (preferred). Certified Defense Financial Manager (CDFM), ASMC (preferred).
