Job Description

This is not a Civil Service Position. DWSD employees are subject to provisions of Court Orders entered in United States District Court, Eastern District of Michigan, Southern Division, Case No. 77-71100 with regard to certain terms and conditions of employment. DWSD does not honor reversion rights for internal candidates. Applicants for open positions at the Detroit Water and Sewerage Department must be authorized to work for ANY employer in the U.S. The Detroit Water and Sewerage Department is unable to sponsor or take over sponsorship of an employment Visa at this time.
SUMMARY:
Program Analyst is an experienced level professional within the Operations division of the City of Detroit Water and Sewerage Department that requires minimal direction and supervision. A Program Analyst primarily serves to implement, manage and evaluate the effectiveness of the procedures and operations used in delivery of regulatory and operational programs. Program Analysts focuses on improving, reviewing, evaluating, and recommending process improvements, compliance measures, utilization of project management information systems to improve the regulatory and compliance of the organization. Program Analysts are responsible for assisting with the implementation and ongoing maintenance of the PMIS, project scheduling and provides day-to-day support for water, sewer and other operational and regulatory intensive efforts. Program Analyst has key functions within the document management systems for the operations division for accuracy and integrity of business documents throughout the document life cycle. Program Analysts assist with continual timely and accurate tracking of activity and spending of funds to ensure compliance with Organization, City, State and Federal regulations and audit requirements. Program Analysts also support the implementation and data integrity of the project management systems used for the projects and perform financial, set-up, and post-award management and administrative duties. Many of these services will be performed within the appropriate modules of the Cloud that impact the operations of this position.
ESSENTIAL JOB FUNCTIONS
Using Cloud applications performs the following activities: Creation of Financial Performance Reports for capital funded projects Editing of reporting templates and workflows with E-Builder software platform Creation of schedules for CIP projects and assistance with project funding Creating effective and efficient electronic document management structure through document control practices Safe Drinking Water Act awareness and EGLE regulations Analyzes and evaluates, on a quantitative or qualitative basis, the effectiveness of program operations in meeting established goals and objectives Familiar with sanitary survey requirements lead the coordination effort between various stakeholders to consolidate and prepare final submissions for regulatory agency Creation and maintenance of document management processes within existing platform to store and collectively share and edit documents. Managing the updating of standard operating procedure and other process documents per defined schedule. Develops advanced cost analyses of projects or perform cost benefit or economic evaluations of current or projected programs Ability to coordinate with field team on emergency response events Develop funding, budget, scheduling and invoicing processes to meet DWSD financial reporting needs Utilizes complex data collection and analysis techniques to evaluate individual programs; submits oral and written reports to management personnel for their consideration and decision-making Research and investigates new or improved business and management practices for department programs or operations Advises on the potential benefits/uses of automation to improve the efficiency of administrative support to program operations Participates in evaluating new or proposed legislation or regulations to determine impact on program operations and management Reviews audit reports to determine appropriate changes or corrective action required Monitors compliance with all terms and conditions of reporting requirements for capital program delivery Manage short-term high priority projects and other duties as assigned

ABILITY TO
: Collect and analyze complex information from a variety of sources, apply criteria, draw conclusions and develop recommendations, guidelines, and policies Utilize a variety of fact-finding techniques (e.g. interview, case analysis, observation) to elicit appropriate data and to identify areas of operation which significantly deviate from Federal requirements Learn and use contemporary grants management software and other related software for program and financial management Read, interpret, and effectively analyze professional and technical reports Choose the right mathematical methods or formulas to solve a problem Plan, coordinate, set priorities, and oversee staff and others engaged in program management activities Develop and review cost-benefit and business case analyses by consolidating information, identifying relevant data, and making logical assumptions to provide insight and recommendations with minimal errors regarding cost savings, optimal organization and financial structure, and program offering Work tactfully and effectively with employees, supervisors and managers, grantors, sub-recipients, and with elected and appointed officials and senior staff in assigned Departments and Agencies Take initiative to acquire additional knowledge and education to remain current in field Work as part of a team
