Description Description:
The Program Analyst & Facility Security Officer owns customer program performance (schedule, quality, margin, and cash) while ensuring full compliance with US government industrial security requirements under the National Industrial Security Program. The role leads cross functional collaboration to deliver on time aircraft projects, drives data driven financial outcomes, and serves as the primary liaison to government security counterparts, overseeing personnel clearances, classified material control, and continuous compliance. What you will be responsible for: Program Leadership Lead together with Program manager to support customer programs/projects from inception to completion; deliver on time, within scope and financial plan; escalate risks and drive mitigations. Act as mini P&L owner for assigned customers and partner with Operations to meet or exceed revenue, margin, and cash objectives, balance voice of customer with voice of the business. Coordinate with Planning/Estimating pre and post service to close gaps and drive clarifications. Monitor budgets for contract adherence/revenue leakage; pursue relief/adders for customer caused delays/impacts; resolve commercial conflicts (e.g., Fixed Price vs. TM approvals). Prepare financial overviews and trend analyses (delivery, cost, safety, quality, cycle time); recommend efficiency and risk reduction improvements. Maintain program documentation, processes, and best practices; provide training on program activities. Facility Security (FSO) Responsibilities Conduct all industrial security operations in accordance with NISPOM and other Federal security regulations; perform briefings/debriefings and periodic self-inspections . Process and track personnel clearances; manage visit requests/badges and required certifications for government facilities. Daily operation of clearance/eligibility systems (e.g., DISS/NBIS and e QIP) and other security software. Prepare, issue, and maintain DD254s; manage receipt, logging, control, dissemination, and accountability of classified materials and government furnished information/equipment. Maintain facility and personnel eligibility; develop and update security plans, procedures, and instructions; administer comprehensive security education and training (SETA). Serve as primary liaison to US government counterparts; assure compliance with all government and company security regulations; coordinate and participate in audits/assessments. Cross Functional Collaboration Interface routinely with Maintenance, Engineering, Planning, Supply Chain, Finance, Security, Government Contracting, and Legal to align customer objectives, material/tooling readiness, and compliance requirements. Qualifications What you need to be successful in this role: This position requires compliance with International Traffic in Arms Regulations (ITAR). Candidates must be a U.S. Person as defined by ITAR (U.S. citizen, U.S. national, lawful permanent resident, or individual admitted as a refugee or granted asylum). High school diploma or general education degree GED required. Bachelor's degree in Business, Security/Industrial Security, Aviation Management, Analytics, or related field; or equivalent experience. Five plus (5+) years in industrial security (U.S. Government/DoD/contractor community) including NISPOM implementation and/or 5+ years in MRO technical/program roles; hybrid experience strongly preferred. Two (2) or more years' project management and bid support. Must possess and maintain an active Top Secret security clearance. Proficiency with DISS/NBIS, eQIP, and standard office applications. Excellent written, verbal, and interpersonal skills; strong analytical/problem solving skills; ability to manage multiple projects. Project Management Professional (PMP) or equivalent certification preferred.
