Summary This position serves as the Compliance Analyst for FOIA & Privacy Assistance, located in Portland, OR. The incumbent reports to the Chief Compliance Officer and is aligned under the Medical Center Director ofVAPORHCS.
The position performs duties related to the compliance and integrity of business functions associated with monitoring, auditing, and data analysis processes of FOIA and Privacy. Responsibilities This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-11, however a selection can be made at any of the following grade levels:GS-09 OR GS-11.
At the GS-09 grade level, you will progressively acquire the background necessary to perform at the full performance level of GS-11. Major duties include but is not limited to: Assurance of compliance with and implementation of regulatory requirements of Veterans Affairs oversight bodies. Works with the Chief Compliance Officer while creating/updating hospital policies, standard work, and documenting and reporting findings to appropriate personnel. Reviews guidelines and directives issued by Compliance Section programs and other governing agencies and authorities to ensure on-going facility-wide compliance with them. Uses a variety of software programs to complete work tasks and to retrieve, track and analyze pertinent data from databases and other web-based programs utilized by all programs of the Compliance Section. Curates, analyzes, compiles, consolidates, reviews and edits information relevant to compliance oversight activities and continuous readiness, review, and remediation. Determines reasons for variations between goals and actual performance and takes or recommends corrective actions. Analyzes and tracks a variety of compliance oversight document sources daily/weekly/monthly, including but not limited to FOIA requests, functional category forms, VA Police reports, training completion reports, etc. Communicates with a wide variety of professionals and departments either written or orally using extensive understanding of applicable policy as it relates to compliance, privacy, FOIA, and regulatory oversight. Prepares various reports to effectively assess organization-wide progress towards established goals, risk mitigation efforts, and issue management. Applies substantive knowledge of Compliance program requirements to develop and implement innovative data quality management methodologies to assess and monitor data quality. Monitors auditing, monitoring, review, and training activities of the Compliance Section, including sources of data, processes obtaining data, serves as a resource for other department staff, participates in data curation as needed according to the guidelines of oversight regulations. Collaborates with the supervisor for the design, oversight, and to conduct reviews of the facilities compliance with regulatory oversight required activities. Develops and implements an in-depth training program for the Compliance Section to ensure staff are properly educated and accountable for readiness, review, and remediation activities and data integrity. Performs other related duties as assigned.Promotion Potential:
The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.Work Schedule:
